Yuliia Svyrydenko, Deputy Head of the Office of the President of Ukraine, stated: 'This is linked to a decline in business activity and operational changes at enterprises due to constraints on energy supply.'

She further emphasized that 'the impact of Russian shelling is felt not only at the household level but also directly by the state budget.' The winter of 2023 has proven to be one of the harshest and most difficult since the full-scale invasion began four years ago, compounding the economic strain on the country.
