According to TSN.ua: In a major overnight assault on February 13, Russian forces targeted Odesa's energy infrastructure, causing critical damage and leading to severe disruptions in electricity, heating, and water supply. The attack inflicted serious harm not only on the city's power system but also on residential buildings and social infrastructure facilities.

This strike is part of a wider Russian campaign against Ukrainian civilian infrastructure, which has escalated during the winter months. The shelling in Odesa resulted in direct hits on:

  • two apartment buildings,
  • a car dealership,
  • a sanatorium,
  • and educational institutions.

Damage also extended to energy, port, and industrial infrastructure. Specifically, warehouses containing fertilizers and freight cars were damaged at the port, which could impact the supply of agricultural products for export.

Tragically, the attack resulted in civilian casualties: one person was killed and six others were wounded, three of whom are in serious condition.
