Ukraine's Average Wage in December 2025

According to TSN.ua: In December 2025, the average monthly wage in Ukraine rose to 30,926 hryvnias (UAH), marking a significant increase of 13.8% from the previous month. According to data released by Danylo Hetmantsev, Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy, this represents a monthly jump of 3,759 UAH, as the November figure stood at 21,167 UAH. This wage growth is a key indicator of economic activity, though it occurs within a complex recovery context.

Average Wages by Sector and Region

Wage levels vary dramatically across different industries. The Information Technology sector leads with the highest average salary of 74,981 UAH. It is followed closely by:

  • Air Transport – 72,649 UAH
  • Financial and Insurance Activities – 63,912 UAH

Conversely, the lowest average wages were recorded in:

  • Creative Arts, Entertainment and Recreation – 17,766 UAH
  • Textile Manufacturing – 18,573 UAH
  • Libraries, Archives and Museums – 18,665 UAH

Significant regional disparities also exist. The capital city of Kyiv recorded the highest average wage at 48,449 UAH, while the Kirovohrad region reported the lowest at 22,110 UAH. As of January 1, 2026, the total wage arrears in Ukraine amounted to 3.6 billion UAH, showing a slight improvement from the 3.8 billion UAH recorded the previous month.

Danylo Hetmantsev emphasized that the December 2025 wage statistics once again highlight substantial growth in the IT, air transport, finance, and insurance sectors.

The overall rise in average wages points to positive economic momentum, particularly within high-value sectors. However, the vast pay gaps between industries and regions underscore the need for continued reforms to foster greater economic equality. The issue of bringing wages out of the shadow economy remains critical, as formalizing salaries would enhance financial security for citizens and boost state budget revenues.
