Civilian Casualties in Ukraine During 2025

According to UATV: Russian attacks in Ukraine during 2025 resulted in the deaths of 2,514 civilians, with over 12,000 more sustaining injuries. This figure represents a 31% increase compared to the previous year. A significant factor in this rise has been the growing number of victims from short-range drone attacks, which has compounded the dangers for non-combatants. The ongoing conflict has seen a shift in tactics, with these drone strikes posing a persistent threat to populated areas.

From the summer of 2025 onward, 682 civilians were killed and nearly 4,500 were wounded. This marks a sharp 65% increase in casualties compared to the same period in 2024. Furthermore, according to Ukraine's Security Service, 256 aerial attacks on energy infrastructure have been documented since the start of the heating season. These include:

  • 49 precision strikes on thermal power plants;
  • 151 strikes on electrical substations within Ukraine.
Dmytro Lubinets, a Ukrainian government representative, stated: 'These numbers are a direct testament to the fact that the civilian population remains under constant threat across the entire territory of Ukraine.'

This escalating trend is a source of grave concern, highlighting how civilian safety remains imperiled as the war continues.
