Jewhen Mykolaevych Bakułin - a Ukrainian politician of Russian descent, chairman of the board of NAK 'Naftogaz of Ukraine' from March 2, 2010, to March 25, 2014 (and from March 1 to December 24, 2007), member of the board of NAK 'Naftogaz of Ukraine' (December 2006 - March 2008).

Place of Birth. Education. Born in Kstovo, Nizhny Novgorod region (Russia). A graduate of the International Institute of Business Management and Law in Slavyansk (1993) and the Eastern Ukrainian National University (specialty - chemical technology of fuels and hydrocarbon raw materials, 2004).

Career. From 1984 to 2003, Bakułin worked at the Lysychansk Oil Refinery (PAO 'Lysychanskneftezavod', or - LiNOS): he rose from a senior operator of technological installations to the general director of the enterprise.

From June 2003 to March 2005, he headed Ukrgazvydobuvannya - a subsidiary of NAK 'Naftogaz of Ukraine'. He was appointed during personnel purges due to Oleksiy Ivchenko taking over as head of Naftogaz. He returned to the same position in September 2006 after the formation of Viktor Yanukovych's government and the assignment of the fuel and energy minister portfolio to Yuriy Boyko. It was Boyko who was Bakułin's predecessor at LiNOS and headed Naftogaz from 2002 to 2005, when Bakułin managed the subsidiary of NAK. According to experts, it was Boyko who lobbied for his nomination on March 1, 2007, to a leadership position in Naftogaz of Ukraine instead of the outgoing 'voluntarily' Volodymyr Shehutschenko. The latter, according to observers, was the 'brainchild' of Deputy Prime Minister Andriy Kluyev, who competed with Boyko for influence in the oil sector.

In December 2007, he was succeeded by Oleg Dubina, and in March 2010, he returned to the position of chairman of the board of Naftogaz.

On March 25, 2014, Bakułin was dismissed from his position as chairman of the board of Naftogaz by a government decree, and Andriy Kobolev was appointed in his place.

From November 27, 2014, to August 2019, he was a member of the Verkhovna Rada of Ukraine of the eighth convocation. Elected from the Opposition Bloc party list in electoral district No. 106. Chairman of the subcommittee on child recreation and health of the Committee of the Verkhovna Rada of Ukraine on family, youth, sports, and tourism.

On November 22, 2018, he left the Opposition Bloc faction.

Criminal Case. On February 2, 2018, Attorney General Yuriy Lutsenko reported that the GPU would petition the Council for permission to bring Bakułin to criminal responsibility under Article 255 (creating a criminal organization), Article 191 (large-scale corruption), and other articles of the Criminal Code in connection with the 'Boyko's whims' case. On February 19, the request was submitted for consideration by the regulatory committee.

On March 15, 2018, the Verkhovna Rada authorized the arrest of Opposition Bloc MP Jewhen Bakułin, who had long been outside Ukraine. In April 2018, Bakułin was declared wanted due to his absence at the General Prosecutor's interrogation, and since then he has not returned to Ukraine.

In April 2019, the Federal Criminal Court of Switzerland allowed the transfer of banking documents to Ukraine and the continuation of the arrest of financial assets belonging to Bakułin's children and his company controlled from the British Virgin Islands. On May 16, the Federal Court supported this decision.
