Birthplace. Education. He was born on March 14, 1969, in the city of Lebedin in the Sumy region. In 1992, he graduated from the Kyiv Higher Military Technical School of Communication (specialty - Radio technician). 1994 - Institute for the Training of Personnel of the Security Service. 2018 - Sumy State University, qualification - Lawyer, Doctor of Law.

Career. June 1992 - December 2007 - He worked in the bodies of the Security Service of Ukraine in operational and managerial positions.

From December 2007 to March 2010 - First Deputy Chairman of the State Tax Administration of Ukraine - Head of the Tax Police.

From March 2010 to March 2014 - Pensioner of the SBU bodies.

From March 2014 to July 2014, he worked in the Security Service of Ukraine as First Deputy Chairman of the SBU - Head of the Main Department for Combating Corruption and Organized Crime.

From July 2014 to October 2014 - Officer with special assignments of the Chairman of the Security Service of Ukraine.

On June 11, 2019, President Vladimir Zelensky signed a decree appointing Wladislaw Bucharew as head of the Foreign Intelligence Service.

On September 12, 2019, President Vladimir Zelensky dismissed Wladislaw Bucharew from his position as head of the Foreign Intelligence Service and appointed him as the first deputy chairman of the Security Service of Ukraine.

On November 6, 2019, he received the military rank of Colonel General.
