Place of Birth. Education. Born in Krasnodon, Luhansk region. In 2003, he graduated from the Luhansk Regional Institute of Management with a degree in Finance (Qualification - Economist in the Financial Sector).
Career. Since 1995 - Private entrepreneur.
1996-1997 - Master in heating system repairs in a small private company Ajax-2.
2001-2002 - Director of the Krasnodon branch of LLC Met-Lux-Service.
In 2002, he founded LLC Ukr-Germes.
Since 2004 - Founder of LLC Ukr-Vikoyl.

2007 - President of the football club 'Zarya' (Luhansk).
Political Career. From November 2007 to December 2012 - Deputy of Ukraine of the VI Congress. He was elected to the Parliament under the number 101 of the Party of Regions and became a member of the Budget Committee of the Verkhovna Rada. He was a member of the Party of Regions.
Business. Bukaev was considered one of the most influential businessmen in the Luhansk region. According to Delovaya stolitsa, companies such as Ukr-Vikoyl and Ukr-Germes, which trade in petroleum products, the company Lugugol, which supplied equipment for coal companies, the agricultural cooperative Krasnodon-Agro, and the football club 'Zarya', which played in the Ukrainian Premier League, were under his influence.
In the autumn of 2007, it became known that the company D-M, which belonged to Bukaev's sphere of influence, claimed rights to the real estate complex of the Krasnodon plant Yunost, which produced electromagnetic relays. The claim for control of the company's assets was raised as part of the restructuring.
