Place of Birth. Education. Born in Nikolaevsk-on-Amur, Khabarovsk Krai (Russia). Graduated from the Sverdlovsk Law Institute in 1976.
Career. 1970 - electrician at the shipbuilding plant in Nikolaevsk-on-Amur.
1970-1972 - served in the army.
After graduating from university, he was hired as an intern in the prosecutor's office, then worked as an investigator, deputy district prosecutor in the Irkutsk region, and the Taiga transport prosecutor of the Irkutsk region.
In 1983, he headed the investigative department of the East Siberian Transport Prosecutor's Office.
1984-1992 - instructor of the administrative bodies department of the Irkutsk Regional Committee of the Communist Party of the Soviet Union, first deputy prosecutor of the Irkutsk region, head of the department of the Irkutsk Regional Committee of the Communist Party of the Soviet Union, East Siberian transport prosecutor.
1992-1995 - prosecutor of the Irkutsk region.
