Biography

Date of Birth: 15.05.1949

Place of Birth. Education. Born in the village of Yarove in the Schargorod district of the Vinnytsia region. In 1976, he graduated from the Academy of the Ministry of Internal Affairs of the USSR with a degree in law.

Career. 1964-1971 - he worked in labor positions.

1968-1970 - Military service in the Soviet Army.

From 1971 - Cadet at the Police School of the Ministry of Internal Affairs of the USSR in Saratov.

From 1973 - Investigator, head of the investigation department.

1980-1983 - Head of the district department of the Ministry of Internal Affairs in Makarov (Kyiv region).

1983-1989 - Head of the district departments of the Ministry of Internal Affairs in Vyshhorod and Fastiv (Kyiv region).

1989-1991 - Chief Inspector in the Ministry of Internal Affairs of Ukraine.

1991-1995 - Deputy Head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Kyiv region - Head of the Investigation Department.

1995-1998 - Head of the UMVD of Ukraine in the Kirovohrad region.

1998-2000 - First Deputy Interior Minister of Ukraine - Head of the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs of Ukraine.

2000-2002 - First Deputy Interior Minister of Ukraine, First Deputy Secretary of the Ministry of Internal Affairs of Ukraine.

From 09.2002 - Member of the Coordination Committee for Combating Corruption and Organized Crime under the President of Ukraine.

From 12.2002 - Head of the National Interpol Bureau in Ukraine.

2003-2004 - Deputy Head of the State Tax Administration of Ukraine.

From 06.2004 - Member of the Supervisory Board of Energy Companies of Ukraine.

2004-2005 - Rector of the Kyiv Legal Institute of the Ministry of Internal Affairs of Ukraine.

2006-2011 - Deputy of Ukraine in the V and VI Congress for the Party of Regions.

On June 2, 2010, he was appointed by decree of President Viktor Yanukovych as the Head of the Vinnytsia Regional Administration.

From December 2012 to November 2014 - Deputy of Ukraine in the VII Congress, Candidate of the Party of Regions in single-member constituency No. 15 in the Vinnytsia region. Deputy Chairman of the Parliamentary Committee for Combating Organized Crime and Corruption.

On January 16, 2014, he voted for the 'dictatorial laws' - a package of anti-democratic laws that significantly restricted citizens' rights and freedom of speech.

On February 21, 2014, he left the faction of the Party of Regions in the Verkhovna Rada.

Awards and Honors. Doctor of Law (2002). Awarded the Order 'For Merit' III class, award from the President 'Weapons with a Name'.

Family. Not married. He has two sons (born in 1971 and 1987) and a daughter (born in 1974).
