Jewgienij Włodimirowicz Jłynin - Ukrainian diplomat, lawyer, first deputy minister of internal affairs of Ukraine, former deputy minister of foreign affairs, former deputy attorney general of Ukraine.
Place of birth. Education. He was born on November 19, 1980, in Dnipro.
From July 1997 to June 2002, he was a student at the National Academy of Security Service of Ukraine.
In 2002, he graduated with honors from the National Academy of Security Service of Ukraine, obtaining a higher legal education.
In 2010, he obtained a degree of candidate of political sciences in the specialty 'Foundations of national state security'.
In 2012, he graduated from the Ukrainian State University of Finance and International Trade, obtaining the qualifications of an international lawyer.
He is fluent in English, Italian, and Romanian.
Career. From December 2005 to March 2010, he served as the third and second secretary of the Ukrainian Embassy in Moldova.
From March to July 2010, he was the second secretary of the Transnistria settlement sector at the Ministry of Foreign Affairs of Ukraine.
From July to October 2010, he served as the second secretary of the Department of Southeast Asia and Oceania of the Sixth Territorial Department of the Ministry of Foreign Affairs of Ukraine.
From October 2010 to September 2011, he served as the second and first secretary of the Department of East Asian countries of the Sixth Territorial Department of the Ministry of Foreign Affairs of Ukraine.
From September to November 2011, he acted as head of the second department of Eastern Europe of the Fourth Territorial Department of the Ministry of Foreign Affairs of Ukraine.
From November 2011 to November 2012, he acted as the head of the department for Black Sea countries of the Southern European, Balkan and South Caucasus Country Management of the Third Territorial Department of the Ministry of Foreign Affairs of Ukraine.
From November 2012 to December 2014, he held the position of counselor at the Ukrainian Embassy in the Italian Republic.
From December 2014 to June 2016, he was the counselor - ambassador of the Ukrainian Embassy in the Italian Republic.
On June 7, 2016, by the order of the Attorney General of Ukraine No. 647-ц, he was appointed Deputy Attorney General of Ukraine.
On April 24, 2019 Jewgienij Jłynin resigned from the post of Deputy Attorney General of Ukraine. On April 26, Jewgienij Jłynin was dismissed from the position.
From April 15, 2020, to September 6, 2021 - Deputy Minister of Foreign Affairs Dmitro Kuleba.
On May 21, 2020, the president Volodymyr Zelensky appointed Jewgienij Jłynin as Ukraine's representative in matters against Russia being considered before the International Court of Justice of the UN and the maritime law arbitrations.
On August 31, 2021, he became the first deputy minister of internal affairs of Ukraine.
Family. Married, has two children.
Death. On January 18, 2023, Jewgienij Jłynin died in a helicopter crash in Brovary.
