Édouard Philippe is a French politician who served as Prime Minister of France from May 15, 2017 to July 3, 2020 during President Emmanuel Macron's government. He is a member of the Republican Party (formerly The Republicans), a member of the National Assembly of France from the 7th district of Seine-Maritime (2012-2017), and the Mayor of Le Havre.

Place of Birth. Education. Born on November 28, 1970, in Rouen (Seine-Maritime department). His parents were French teachers. He attended high school in Bonn (Germany), where his father was the principal of a French school. In 1992, he graduated from the Institut d'études politiques (Sciences Po) in Paris and in 1996 completed the National School of Administration. He began his career in the Council of State of France, where he dealt with public procurement.

Political Career. While studying at Sciences Po, Édouard Philippe joined the Socialist Party and participated in the political campaign of then Prime Minister Michel Rocard. Later, his political views shifted to the right.

In 2001, he joined the right-wing list of Antoine Rufenacht in the municipal elections in Le Havre and became deputy mayor after the list's victory.

In 2002, he first attempted to run for a seat in the National Assembly of France in the 8th district but was unsuccessful. That same year, he actively participated at the invitation of Alain Juppé in the founding of the party Union pour un mouvement populaire.

In 2008, Édouard Philippe was elected as a member of the General Council of the Seine-Maritime department in the Le Havre-5 canton. That same year, he assumed office again as deputy mayor of Le Havre, responsible for economic development and port work, employment, professional training, education, and international relations.

In 2009, he was appointed deputy mayor for urban planning, urban infrastructure, and port development. Following the resignation of Antoine Rufenacht on October 24, 2010, he was elected mayor of Le Havre.

From 2007, he served as deputy member of the National Assembly of France for the 7th district of the Seine-Maritime department for Jean-Yves Besselat. After Besselat's death in March 2012, he officially took his place, but did not participate in the work of the National Assembly. In June of the same year, he ran for the right-wing camp in the 7th district and was elected as a deputy. In March 2014, the right-wing list led by Édouard Philippe won the municipal elections in Le Havre in the first round, and he retained his position as mayor.

In 2016, he supported Alain Juppé intensively in preparing for the right's primaries for the presidential elections. Édouard Philippe represents the most liberal wing of the Republican Party - the so-called Orléanists - and is closely associated with its leader, Bordeaux Mayor Alain Juppé, who supported Macron after the first round of voting.

On May 15, 2017, he was appointed Prime Minister of France by Emmanuel Macron.

On July 3, 2020, France's Prime Minister Édouard Philippe resigned along with the government.

On July 5, 2020, the council members of Le Havre elected Édouard Philippe as mayor of the city by a large majority.
