Born in Kyiv. In 1978, he graduated from the Faculty of International Relations and International Law at Taras Shevchenko National University of Kyiv (with a degree as an economist in international relations and a translator for English). He is proficient in Ukrainian, Russian, English, French, German, Polish, and Romanian.Career.
From May 1978 to June 1993, he worked as a senior consultant in the department for receiving foreign delegations and conducting international events of the Sports Management Committee of the State Committee of Ukraine for Physical Culture and Sports.In November 1992 and November 1994, he was elected Secretary General of the Ukrainian Volleyball Federation.
From November 1994 to April 2006, he served as Secretary General of the Ukrainian Tennis Federation. From June 1993 to May 1996, he was a member of the Youth Committee of the European Tennis Association, and from May 1996 to March 1999, a member of the Development Committee of the European Tennis Association.
On April 19, 1997, he was elected Secretary General of the National Olympic Committee of Ukraine, with re-elections on December 10, 1998, December 20, 2002, and November 23, 2006 (President of the NOC - Sergey Bubka). On December 1, 2006, he was also elected Secretary General of the Ukrainian Judo Federation.
On May 25, 2012, he resigned as Secretary General of the NOC of Ukraine after being suspected of attempting to illegally sell approximately one hundred tickets for the 2012 Olympic Games in London. The information was revealed through a journalistic investigation by the London BBC.
