Biography of Sergey Holovaty

Date of birth: 29.05.1954

Place of birth. Education. Sergey Holovaty was born in Odessa. In 1977, he graduated from the Faculty of International Relations and International Law of Taras Shevchenko National University of Kyiv. He held a degree of Candidate of Legal Sciences (1980).

Career. From 1971 to 1972, Sergey worked as a worker at a bread factory in the city of Smila, Cherkasy region. From 1977 to 1980, he served as a senior engineer of the group for the reception of foreign specialists at the rectorate and a postgraduate student at Taras Shevchenko National University of Kyiv. He also worked as a junior research fellow and a senior research fellow at the Institute of Social and Economic Problems of Foreign Countries of the National Academy of Sciences of Ukraine. From 1980 to 1990, he was also a senior research fellow at the Charitable Foundation 'Youth Law' of the Research Center of the Higher Komsomol School under the Central Committee of the Komsomol of Ukraine. Sergey Holovaty is a member of the Verkhovna Rada of Ukraine of the sixth convocation. In 1990, 1994, and 1998, he was elected from the electoral district of Kyiv. In 2002, he was elected to the Verkhovna Rada of Ukraine from the list of the Yulia Tymoshenko Bloc. In 2006, he was elected from the list of the 'Our Ukraine' bloc, which supported President Viktor Yushchenko. From November 2007 to December 2012, he was a member of the Verkhovna Rada from the Party of Regions.

From 1995 to 2008, Sergey Holovaty was a member of the Ukrainian parliamentary delegation to the Parliamentary Assembly of the Council of Europe (PACE), where he held positions as chairman of the committee on procedural rules and immunity, committee on legal issues and human rights, and the monitoring committee. From 1995 to 2000 and in 2005, he was also a member of the Venice Commission.

Twice, from 1995 to 1997 and from 2005 to 2007, he served as Minister of Justice of Ukraine (in the governments of Yevhen Marchuk, Pavlo Lazarenko, and Yuriy Yekhanurov). In 2005 and 2008, he was Vice-President of PACE. From 1995 to 2001 and from 2005 to 2009, he was a member of the European Commission for Democracy through Law of the Venice Commission of the Council of Europe from Ukraine. From 1997 to 2001, he was Vice-President and a member of the Bureau of the Venice Commission. From January 2010 to January 2013, he was the representative of the Parliamentary Assembly of the Council of Europe in the Venice Commission. From 2016 to 2017, he was a deputy member of the European Commission for Democracy through Law of the Venice Commission of the Council of Europe. Since March 16, 2017, he has been a member of the European Commission for Democracy through Law of the Venice Commission. On December 9, 2017, Sergey Holovaty was elected Vice-President of the subcommittee on the rule of law of the Venice Commission.

On February 27, 2018, President of Ukraine Petro Poroshenko appointed Sergey Holovaty as judge of the Constitutional Court of Ukraine. On September 17, 2019, Sergey Holovaty was elected Deputy Chairman of the Constitutional Court of Ukraine.

Party membership. In 1977, Sergey Holovaty became a member of the Communist Party of the Soviet Union. In 1990, he was expelled due to his affiliation with the People’s Movement of Ukraine. Since then, he has had no party affiliation.

Scientific activity. Sergey Holovaty is the author and co-author of six monographs and about 200 scientific publications on legal and foreign policy issues.

Public activity. He has been the president of the charitable foundation 'Ukrainian Legal Foundation' since 1997. He was also a member of the board of the 'Ukraine - Canada' society and one of the founders of the Association of Ukrainian Lawyers, the World Congress of Ukrainian Lawyers, and other organizations.

Awards. Sergey Holovaty is an Honored Lawyer of Ukraine. He is a corresponding member of the Academy of Legal Sciences of Ukraine (since 1995).

Marital status. He is divorced.
