Yury Veniaminovich Gusev - former GeneralDirector of the State Concern Ukroboronprom, former Chairman of the Kherson Oblast, former Deputy Minister of Defense of Ukraine.

Place of Birth. Education. Born on November 15, 1979, in Korostyshiv, Zhytomyr Oblast.

In 2002, he graduated from the State Technical University of Kherson and was the Mayor of the Student Town of Kherson as well as the Chairman of the Oblast Youth Organization 'Young Nation'.

He completed his postgraduate studies at the National Economic University of Kyiv with honors and finished his studies at the State Technical University of Kherson in the field of 'Finance' with honors.

He completed two programs at the Harvard Kennedy School (2011, 2017) and at Staffordshire University (England).

In 2014, he defended his dissertation in Economics at the Center for Industrial Problems of the National Academy of Sciences (Kharkiv). In 2018, he defended his dissertation on Church History at the Chernivtsi Orthodox Theological Institute.

He completed the program of the Aspen Institute Kyiv.

Doctor of Economic Sciences, lecturer, guest lecturer at the Military University Nueva Granada (Republic of Colombia), Doctor of Theology.

He speaks Ukrainian, Russian, English, and French.

Career. 1999 - Advisor to the Chairman of the Kherson Oblast Government on Youth Affairs.

Until 2009, he headed commercial enterprises.

From 2009 to 2011, he worked in the Ministry of Economy. He was the head of a group of advisors to the Minister of Economy, Director of the Department for National Projects, an advisor to the Minister of Finance.

From 2011 to 2014, he worked in the State Agency for Investments and National Projects Management of Ukraine, which was headed by Vladyslav Kaskiv.

2014-2016 - worked in the Ministry of Defense of Ukraine: head of the department for economic activities, Deputy Minister, and Chairman of the Reform Council, one of the initiators of 'volunteer service'.

2016-2019 - private entrepreneur, advisor, and consultant to international and Ukrainian financial institutions (IFC, EBRD, PrivatBank).

Since 2016 advisor to the Minister of Infrastructure, in 2018 advisor to the Minister of Ecology.

From July 13, 2019, to December 3, 2020 - Chairman of the Oblast Government in Kherson.

On December 3, 2020, Volodymyr Zelensky appointed Yury Gusev as General Director of the State Concern Ukroboronprom.

On June 27, 2023, President Volodymyr Zelensky dismissed Yury Gusev as General Director of Ukroboronprom.

Political Career. 2002 - ran for the Ukrainian Parliament for the electoral bloc of political parties Team of the Winter Generation.

In the 2019 parliamentary elections, he was nominated as a deputy of the Servant of the People party, No. 41 on the list. He decided not to participate in the elections.

Social Engagement. Initiator of the Ukrainian Club of Reformers. Member of the Aspen and USU communities. Member of the Advisory Board of the Center for Leadership of the Ukrainian Catholic University.

Until June 17, 2019, he was the president of the International Association 'Hometown Kherson'. Chairman of the Board of Trustees of the International Center for Defense and Security Strategies.

Publications. Co-author of the monograph 'Domestic Practice and International Experience of Special Economic Zones and EIP'.

Co-author of the book 'How to Make Ukraine Successful'.

Co-author of 'Reform Books'.

Researcher on departmental expenditures in the defense sector in Ukraine: 2006-2016 and 'On the Issue of Democratic Civil Control over the Armed Forces of Ukraine', 'Becoming Effective and Getting Rid of the Unnecessary or Why We Need an E-Revolution of State Institutions?'.
