Place of Birth. Education. Born in Kyiv. In 1994, Valeriy Horoshkovsky graduated from the Faculty of Law of Taras Shevchenko National University of Kyiv.
Career. He began his career in 1986 as a machine operator in a factory in Kyiv, where he worked as a lathe apprentice. The next step was a driver in the Kyiv Zoo.

From 1987 to 1989 - military service.

In 1996, Valeriy Horoshkovsky became a member of the People's Democratic Party of Valeriy Pustovoytenko and joined the council and the political bureau of the NDP. In 1998, he was elected to the Verkhovna Rada of Ukraine and worked in the budget committee of parliament.
In the 2002 parliamentary elections, he ran in first place of the new political project 'Team of the Winter Generation' (one of the faces of the party was Inna Bogoslovskaya, who later chaired the Veche). The project finished 9th in the elections, receiving 2.02% of the vote.

It indirectly owned 61% of the shares of JSC 'Ukrainian Independent TV Corporation' (TV channel Inter), 90% of LLC 'Kino-TV' (TV channel Enter Film), 90% of LLC 'Music TV' (TV channel Enter Music), 60% of LLC 'TV News Service' (TV network NTN), 100% of TV channels K1, K2, 'Megasport' as well as other media assets in Ukraine and abroad. In February 2013, Valeriy Horoshkovsky sold the media company Group DF. Market participants named the announced deal price of $2.5 billion (his share was estimated at $800 million to $1.5 billion) significantly overvalued. Later it became known that 20% of the shares of GDF Media Limited, which became the owner of U.A. Inter Media Group, belonged to Sergey Levochkin. The head of the media group was Anna Bezlyudnaya.
