Place of Birth. Education. Born in the Voronezh region. After school, he graduated from a vocational school. In 1989 - Law Institute Kharkiv.
Career. He began his service in the Internal Affairs bodies in 1987 as an officer of the patrol and post service of the Shakhtyorsk Internal Affairs Ministry. Subsequently, he worked as a city district inspector of the militia, operational officer of the department for combating the theft of socialist property, deputy head of the city militia.
In 1993, he was appointed head of the Kirov city militia district and then head of the Shakhtyorsk city militia district.
In 1999, he was deputy head of the Department of the Ministry of Internal Affairs of Ukraine in the Donetsk region - head of the investigative department.
Since October 2000 - head of the city administration of the Ministry of Internal Affairs of Ukraine in the Donetsk region.
Since February 2005 - head of the Main Department of the Ministry of Internal Affairs of Ukraine in the Donetsk region.
In December 2007, he was appointed First Deputy Minister of Internal Affairs of Ukraine Yuriy Lutsenko. After the parliament dismissed Yuriy Lutsenko, the government transferred the duties of the Minister of Internal Affairs to Mikhail Klyuev. After the appointment of the new government of Mykola Azarov in March 2010, he was removed from office.
From December 2013 to February 2015 - head of the secretariat of the Constitutional Court of Ukraine.
