Giuseppe Conte - Italian Lawyer and Politician

Giuseppe Conte is an Italian lawyer and politician who served as Prime Minister of Italy from June 1, 2018, to February 13, 2021.

Place of Birth, Education. Giuseppe Conte was born on August 8, 1964, in Volturara Apulia. He is the son of Nicola Conte, the secretary of the municipal council, and Liliana Roberti, a teacher. The family moved from Giuseppe's birthplace to San Giovanni Rotondo. In school, he was an outstanding student, played football with peers, and often acted as a coach. In 1988, he graduated with honors from the Sapienza University of Rome, where he studied law, and became a scholarship holder of the National Research Council.

Career. He interned at several foreign universities, including Yale University, Sorbonne, Cambridge University, International Institute of Culture in Vienna, and New York University. In addition, he is a lawyer at the Supreme Court of Cassation and a member of the Culture Commission of the Italian Industrial Association (Confindustria).

In 1988, Conte was a member of a government commission for the reform of the first book of the Italian Civil Code, aimed at introducing a uniform legal regulation of non-profit organizations and social enterprises.

Over the years, he taught private and commercial law at Roman universities LUMSA (1996), Sassari (1997-2000), the Third University (1996-1998), and the International Free University for Social Sciences Guido Carli (2002-2004) as well as in Malta (1997).

Since 2006, he has been the scientific director of the Business Law course at the Luiss Business School and a co-curator of the specialization course “New Telecommunications Law” at the Faculty of Law of the University of Florence.

From 2010-2011, he was a member of the board of the Italian Space Agency, and from 2012 to 2015, he served on the Financial Banking Arbitration Tribunal. From 2013 to 2018, he was a member of the Presidency for legal matters.

Giuseppe Conte is the author of monographs, scientific articles, and publications on family, corporate, and civil law.

Political Career. In 2013, the Five Star Movement approached Conte with the proposal to support his candidacy for the Presidency of the Administrative Court, but he declined, stating that he had not voted for the Five Stars and did not support their program. Nevertheless, Parliament eventually elected him to the self-regulatory body mentioned. In February 2018, Luigi Di Maio, the new Five Star leader, named him as a possible candidate for the position of State Minister in the event of this political force winning the upcoming parliamentary elections.

On March 4, 2018, parliamentary elections were held in Italy, where no party or coalition achieved an absolute majority of seats in either chamber of parliament. Only on May 20 could Luigi Di Maio and the Federal Secretary of the League Matteo Salvini reach a compromise on the possible Prime Minister and name his name Giuseppe Conte. On May 21, after new individual consultations with President Mattarella by two party delegations, Di Maio announced to the press that they had proposed a candidate to the head of state - Conte.

After a personal conversation with Mattarella at the Quirinale on May 23, Mattarella entrusted Conte with the task of forming a government. On the evening of May 27, 2018, Conte presented the President with a list of ministers, but Mattarella firmly opposed the appointment of Eurosceptic Paolo Savona as Minister of Finance, although Di Maio and Salvini had clearly demanded this economist's involvement in the government. Conte withdrew from his task of forming the government.

On May 31, Di Maio and Salvini reached a compromise on the formation of a coalition government, also involving Paolo Savona, now as Minister for EU Affairs. Carlo Cottarelli, who conceived the formation of a neutral government, announced the end of the consultations, and Mattarella approved the new government team.

On June 1, 2018, the President approved the Conte cabinet, and the government members took their oaths and assumed their offices.

On August 29, State President Sergio Mattarella accepted the resignation of Prime Minister Giuseppe Conte and tasked him with continuing his duties until a new government was formed.On August 29, President Mattarella tasked Conte with forming his second government by September 2, which now relied on an alliance of the Five Star Movement and the Democratic Party.

On September 4, 2019, Conte formed his second cabinet, based on an alliance of the Five Star Movement and the Democratic Party, and presented a list of ministers to President Mattarella, and on September 5, the new government took the oath at the Quirinale.

On January 26, 2021, Giuseppe Conte submitted his resignation.

As of August 6, 2021, he became the chairman of the Five Star Movement.

Personal Life. Divorced, has one son.

Hobby. He enjoys playing tennis and is a fan of the football club “Roma.”
