Elena Leonidovna Lukasch - Minister of Justice of Ukraine (2013-2014), Minister in the Cabinet of Ministers of Ukraine (2012-2013). People's Deputy of Ukraine of the V and VI Congresses.
Place of Birth. Education. Born in the city of Rybnytsia in Moldova. From 1977 to 1995, she lived in Sverdlovsk, Luhansk Oblast. In 2000, she graduated from the Kyiv Academy of Labor and Social Relations of the Federation of Trade Unions of Ukraine with a degree in law and received the qualification as a lawyer.
Career. 2000-2003 - Lawyer, director of the LLC Agency 'In the Name of the Law'. In 2001, she received permission to practice law.
From March 2004 to June 2005 - Senior Lecturer at the Ukrainian Academy of Foreign Trade.
From June to November 2005 - Lawyer at the LLC Law Agency 'Libera'.
From November 2006 to November 2007 - Deputy Minister in the Cabinet (by Anatoliy Tolstoi) - Head of the Legal Department of the Secretariat of the Cabinet of Ministers.
Twice - in 2006 and 2007 - she was elected as a People's Deputy of Ukraine on the lists of the Party of Regions. In the V Congress, she worked for six months before becoming Deputy Minister. In the VI Congress, she took the position of Secretary of the Committee on Legal Affairs. In 2010, after the election of party leader Viktor Yanukovych as President of Ukraine, she became Deputy Head of his Administration - the President's representative before the Constitutional Court.
From April 2011 - Advisor to the President of Ukraine - the President's representative before the Constitutional Court.
On December 24, 2012, she was dismissed from this position by the order of President Yanukovych and appointed as Minister in the Cabinet of Ministers. On December 29, she regained the powers as the President's representative before the Constitutional Court.
On July 4, 2013, Lukasch was appointed Minister of Justice of Ukraine, replacing Alexander Lavrinovych, who was elected to the Supreme Judicial Council.
On February 27, 2014, the Supreme Parliament dismissed Lukasch from the office of Minister of Justice and appointed the deputy from Batkivshchyna, Pavlo Petrenko, in her place.
On March 7, 2014, by the order of the acting President of Ukraine, Alexander Turchynov, she was relieved of her duties as the President's representative before the Constitutional Court.
Since November 2018 - Blogger for the website Strana.ua. Later, she regularly appeared in the programs of television channels 112 Ukraine, NewsOne (where she hosted the show 'Subjective Results') and ZIK (since 2019).
Views and Ratings. During the Orange Revolution in November-December 2004, Lukasch represented the interests of the pro-government presidential candidate Viktor Yanukovych before the Supreme Court of Ukraine. It was a sensational court case in the case of 'Viktor Yushchenko v. Central Electoral Commission' (regarding the recognition of the falsified results of the second round of presidential elections in Ukraine). Although her client did not become the head of state, Lukasch is considered the 'legal fortress' of the Party of Regions.
She also defended the regional Victor Tikhonov, the former chairman of the Luhansk Regional Council, in the notorious post-Maidan 'Separatism Case', which also involved the late former governor of Kharkiv Oblast, Yevhen Kushnaryov. After the Orange Revolution, influential regional figure Boris Kolesnikov was represented by Lukasch, who was under suspicion of extortion. In spring 2007, she represented the government coalition as an authorized representative of the government in the Cabinet before the Constitutional Court (in the case of the constitutionality of the decree of President Yushchenko that prematurely terminated the mandates of the Parliament of the V Congress).
According to observers, Lukasch is a creature of Serhiy Lovochkin, who served as head of administration for President Yanukovych.
Social Engagement. Since 2005, a member of the Presidium of the All-Ukrainian Public Organization Union of Youth of Regions of Ukraine. Member of the Council and the Executive Committee of the Union of Lawyers of Ukraine. Member of the Bar Association of Ukraine.
Family Ties. Ex-husband - Grigori Ilyashov, former head of the Foreign Intelligence Service of Ukraine, General of the SBU. Two daughters (born in 2009 and 2010). Sister Tatiana Lukasch (born in 1979) - former member of the Central Election Commission by party affiliation, secretary of the CEC.
