Wladimir Pawlowitsch Matwijenko - Ukrainian financier, banker, first chairman of the board of the National Bank of Ukraine (1991-1992), chairman of the board of the joint-stock company Trade and Investment Bank (Prominvestbank, 1992-2008). Professor (1992). Hero of Ukraine (2004).
Place of Birth. Education. Born in the village of Belka in the Korosten district of the Zhytomyr region into a peasant family. In 1959, he graduated from the Kyiv Financial and Economic Institute with a major in 'Finance and Credit'. Since 1967, he was a doctoral student at the Kyiv Institute of National Economy.
Career. In 1959, he began working as a credit expert at the branch of the Prombank of the USSR in Shdanow. Later he worked as an auditor, head of a department in Artemivsk, deputy head of the Donetsk regional branch and head of the Dnipropetrovsk regional branch of the Stroibank of the USSR, deputy head of the Ukrainian Republic branch of the Stroibank of the USSR and from 1982 to 1987 - head of this branch.
1987-1991 - Chairman of the board of the Ukrainian Republic Bank of the Promstroibank of the USSR.
1991-1992 - Chairman of the board of the National Bank of Ukraine. In this position, Wladimir Matwijenko is remembered for introducing reusable coupons (coupon karbovanets), which served as currency for Ukraine until the introduction of the national currency Hryvnia in 1996.
1992-2008 - Chairman of the board of the Ukrainian joint-stock company Trade and Investment Bank (Prominvestbank Ukraine, PIB).
In 1997, he founded the Kyiv Institute of Banking and served as its rector for 14 years.
Assets and Wealth. Wladimir Matwijenko was one of the largest shareholders of Prominvestbank. As reported by some media, the chairman and his family members controlled about 70-75% of the shares of PIB, which was one of the largest and most successful banks in Ukraine.
In February 2008, Focus magazine ranked Wladimir Matwijenko 21st on the list of the richest Ukrainians, estimating his net worth at $1.015 billion, noting that it was $995 million the previous year.
Several months later, the co-owner of PIB was placed in 20th place in the rating of domestic wealthy individuals compiled by Korrespondent magazine. The magazine noted that in addition to Prominvestbank, Wladimir Matwijenko and his son Pavel controlled the National Credit Bank. According to the publication, the assets of the PIB chairman amounted to $1.43 billion, having decreased by $520 million over the year.
In October 2008, Prominvestbank faced an active withdrawal of deposits due to a massive information attack. The National Bank of Ukraine decided to refinance Prominvestbank to the amount of 5 billion Hryvnia, suspending the payment of deposits to customers and taking over temporary management.
At the same time, the media reported that Wladimir Matwijenko's family had received several proposals for the acquisition of PIB the day before the NBU's decisions. Among the possible investors were Nikolai Lagun, head of Delta Bank, and Dmitri Klyuev, president of the Russian investment and financial group Intelinks (according to Korrespondent-Ukraine). However, the deal did not take place.
Ultimately, the situation with Prominvestbank was resolved: Russian investors (represented by the state Vnesheconombank, VEB) and the Austrian holding Slav AG, in cooperation with connected brothers Andrei and Sergei Klyuev, took over the bank. After increasing the bank's capital in October, the Russian VEB raised its stake from 75%+3 shares to 93.84%.
Thus, the share of LLC 'Signus' (a subsidiary of SLAV AG, previously the economic beneficiary) decreased from 14.8% to 3.63%, the share of Wladimir Matwijenko's family was 1.28%, and the share of other shareholders was 1.25%.
Additionally, Wladimir Matwijenko also owned the National Credit Bank, which had as of April 1, 2009: Prominvestbank (PIB, 34.75%), purchased from the Russian Vnesheconombank (VEB), SK 'Vexel' (31.51%), established by PIB, and the former co-owner of PIB, Pavel Matwijenko (11%). As a result of a complex transaction for the purchase of current and new shares, Andrei Onistrat and the businessmen Andrei and Sergei Klyuev each received about 48% of the bank's shares in September, after which Andrei Onistrat increased his stake to 94% of the shares. On August 28, 2015, the NBU decided to revoke the banking license and liquidate the PJSC 'National Credit Bank'.

In 2004, by order of President Leonid Kuchma, he was awarded the title of Hero of Ukraine (with the conferral of the Order of State).
