Born in the village of Ruchki in the Gadyach district of the Poltava region. In 1987, he graduated from the Kiev Higher Institute of the Ministry of Internal Affairs of the USSR (specialization - law, qualification - lawyer).

Career.

  • 1973-1975 - Military service.
  • 1977-2002 - Inspector, deputy head of the district criminal investigation department of Chernivtsi, inspector, senior inspector, chief investigator, head of a group of the criminal investigation department of the Chernivtsi district police administration, head of the criminal investigation department, deputy head of the department - head of the department for crimes against the person of the criminal police administration, deputy head of the criminal police administration, first deputy head of the administration - head of the department for combating organized crime, first deputy head of the administration - head of the criminal police of the Ministry of Internal Affairs of Ukraine in the Chernivtsi region.
  • 2002-2003 - Deputy director of the branch of Heyrock Holding Limited (owned by billionaire Dmitry Firtash) in Kiev.
  • 2005-2007 - Vice President for general issues of EES-Avia airline (also a Firtash company).
  • 2007-2012 - Deputy of the Ukrainian Parliament of the VI Convocation from the Party of Regions (No. 102 on the party list). Member of the Verkhovna Rada Committee for Combating Organized Crime and Corruption.
  • In the fall of 2012, he ran for the VII convocation of the Verkhovna Rada from the Party of Regions, but was placed in an undeterminable part of the list (under No. 79). After the appointment of Igor Prasolov as Minister of Economic Development and Trade of Ukraine, the Central Election Commission registered Friedlicher as a deputy on January 17, 2013. He took his oath as a deputy and received his mandate a month later.

On January 16, 2014, he voted for the 'dictatorial laws' - a package of anti-democratic laws that significantly restricted the rights of citizens and freedom of speech.

On February 22, 2014, Friedlicher left the Party of Regions faction.

From November 27, 2014 to August 2019 - deputy of the Verkhovna Rada of Ukraine of the VIII Convocation. Friedlicher was elected to Parliament by the Opposition Bloc under No. 18.

Divorced. He has three daughters - Tatiana (1980), Irina (1985), and Anastasia (2005).
