Born in Kherson. In 1982 he graduated from the Kherson Agricultural Institute named after Tsurupa (Civil Engineering). Corresponding member of the Academy of Construction of Ukraine. Candidate of Economic Sciences.

Career.

1982 - Master of the SMU Prodstroi-2 Trust Chersonpromstroy.

1982-1984 - Military service.

1984-1989 - Master, Construction Manager of the SMU Prodmstroy-2 Trust Chersonpromstroy.

1989-1992 - Construction Manager, Senior Construction Manager, Head of the Production and Economic Department of the Main Construction Mechanization Management of the Chersonpromstroy Trust.

Since June 1992 - Director of the Construction Mechanization Company (Kherson).

1993-2002 - President of Stroymechanisatzia JSC (Kherson).

Since 2000 - Lecturer at the Department of Economics and Natural Resource Management of the Kherson State Agrarian University.

From April to August 2002 - First Deputy Mayor of Kherson.

From August 2002 to April 2006 - Chairman of the Supervisory Board of Stroymechanisatzia JSC.

2006-2007 - Deputy of the Parliament of Ukraine of the V Congress from the Yulia Tymoshenko Bloc (No. 128 on the electoral list).

2007-2012 - Deputy of the Parliament of Ukraine of the VI Congress from BYuT (No. 31 on the list).

From December 2012 to November 2014 - Deputy of the Parliament of Ukraine of the VII Congress from the Fatherland party (No. 25 on the list).

On March 2, 2014, Acting President Alexander Turchinov appointed Odarchenko as the Head of the Kherson Regional Administration after relieving Nikolay Kostyak from this position.

On August 18, 2014, President Petro Poroshenko dismissed Odarchenko from the position of Head of the Kherson Regional Administration and appointed Andrey Putilov on September 9.

In July 2016, he was elected to the Verkhovna Rada in the early elections as a candidate from Batkivshchyna from electoral district No. 183. At the time of his election, he was the Director of the Construction Company JSC.

From September 2016 to August 2019 - Deputy of the Verkhovna Rada of the VIII Congress from the Batkivshchyna party.

Public Activities.

1998-2006 - Deputy of the Kherson City Council.

Member of the Batkivshchyna party (Leader - Yulia Tymoshenko). Since April 2011, he has been the Chairman of the Party Organization of Kyiv. In 2005-2010, he headed the Kherson regional organization.
