Maxim Anatolyevich Polyakov - politician, former member of the Ukrainian parliament. From November 25, 2014, to August 2019 - member of the Ukrainian parliament of the Verkhovna Rada of the VIII Congress according to the party list of the political party People's Front. Member of the NGO 'Deputatsky Kontrol'.

Place of Birth. Education. Maxim Polyakov was born on April 23, 1982, in Uman. In 2004, he graduated with honors from Uman State Pedagogical University named after P. Tychyna with a degree in 'Finance'. In 2004, he completed his doctoral studies in 'Economics and Management of the National Economy'. Doctor of Economic Sciences.

Career. From September 2004 to September 2008, he was a doctoral student at Uman State Pedagogical University named after P. Tychyna.

From September 2006 to January 2007, he was the head of the export department of LLC 'Impexagro'.

From April to November 2008, he was the director of LLC 'Quadro Auto Group'.

Until August 2010, he taught at the Department of Economics and Management at the Uman branch of the European University.

From September 2010 to October 2011, he taught at the Department of Business Economics, Finance, and Tourism at Uman State Pedagogical University named after P. Tychyna.

Political Career. From October 2011 to June 2012, he was the deputy mayor for the activity of the executive bodies of the Uman city council and was a member of the executive committee of the Uman city council.

From June 2012 to March 2014, he was an expert of the non-governmental organization 'Front of Changes'.

On March 12, 2014, he became a member of the National Commission for State Regulation of Financial Services Markets. He left the commission on November 19 of the same year.

From November 25, 2014, to August 2019, he was a member of the Verkhovna Rada of the VIII Congress according to the party list of People's Front, No. 39 on the list.

Bernstein Case. Corruption Allegations. In June 2017, the Prosecutor General of Ukraine, Yuriy Lutsenko, submitted a motion to the Verkhovna Rada to hold Polyakov and Borislav Rozenblat criminally responsible for abuse of office and bribery amounting to a total of 280,000 UAH, to detain and arrest them. Earlier, on June 19, NABU agents had detained Rozenblat's bodyguard in Kyiv as he received a bribe of $200,000. According to NABU’s information, this money was intended for Rozenblat and Polyakov.

On June 6, 2017, prosecutors showed a video fragment from NABU at a committee meeting, allegedly depicting conversations between Polyakov and his assistant Tatiana Lyubonko with NABU agent Catherine, who introduced herself as an employee of a company interested in amber mining in Ukraine.

On July 11, 2017, Polyakov, at the request of the Prosecutor General, had his immunity as a deputy revoked. 296 deputies voted in favor of agreeing to the prosecution's motion to prosecute Rozenblat. 125 deputies voted for the prosecutor's motion to arrest Polyakov. 111 deputies voted to approve his arrest, with 226 votes required.

On July 21, the Solomensky District Court in Kyiv set a bail of 304,000 UAH for Maxim Polyakov, imposed the obligation to wear an electronic ankle monitor, to not leave Kyiv and Uman without notifying investigators, and to surrender all passports. On July 25, Polyakov announced that he had deposited the bail set by the court. At the same time, the deputy did not appear at the agreed time at the police station to receive the electronic ankle monitor. On July 28, the head of the Specialized Anti-Corruption Prosecutor’s Office, Nazar Kholodnitsky, stated that Polyakov had failed to wear an electronic ankle monitor for the second time. He said that if the court decision was not implemented by Monday, July 31, the bail already posted would be forfeited to the state and a new criminal case might be initiated against the deputy. On August 23, 2017, an electronic monitoring ankle bracelet was placed on Maxim Polyakov.

Income. According to the electronic declaration for 2016, Maxim Polyakov owned apartments in Kyiv and Uman - with areas of 57.3 m² and 48.9 m² respectively. He also owned a plot of land in the village of Chornaya Kaminka in Mankivsky district, Chernivtsi region, with an area of 9132 m². The deputy declared Tiffany jewelry, Rolex and Ulysse Nardin wristwatches, without specifying their value. Polyakov had $270,000 and 65,000 UAH in cash, $9,000 in a bank account, and it was noted that an additional $12,000 was deposited in his wife's account. Maxim Polyakov owned a BMW X5 (2013 model) worth 400,000 UAH. The salary of the deputy for 2016 amounted to 155,350 UAH. In addition, Polyakov was reimbursed 169,871 UAH for expenses related to the exercise of parliamentary powers and 168,360 UAH for the cost of renting a hotel room. The deputy also reported income from the sale of movable property of 70,000 UAH, income from the sale of securities and corporate rights of 648,945 UAH, and received an additional 400,000 UAH income due to a 'non-monetary gift' from Yelena Isaeva.
