Biography
Date of Birth: 15.06.1956
Place of Birth. Education. Born in Odessa. In 1978, he graduated from the Faculty of International Relations and International Law at Taras Shevchenko University in Kiev with a degree as an international economist, translator for English and Arabic. He also studied at York University (Canada, 1990) - International Management, University of Toronto (Canada, 1992) - Management, Master of Business Administration, London Business School (2000) - Corporate Finance. Doctor of Economic Sciences (1986). Active member of the International Management Academy (Barcelona).
Career. From 1978 to 1983, 1985 to 1989 - Engineer, researcher in the field of capitalist economy and international economic relations at the Institute for Socio-Economic Problems of Foreign Countries of the USSR Academy of Sciences.
1983-1985 - Translator, analyst in the office of the economic advisor of the USSR Embassy in Iraq.
1989-1991 - Deputy General Director, Deputy General Director of the International Management Institute in Kiev.
In 1991, he became a visiting professor at Cornell University Graduate School of Management (Ithaca, USA).
1992-1994 - Consultant at the Organisation for Economic Co-operation and Development (Paris, France).
1994-1996 - Deputy General Director of the International Committee for Economic Reforms and Cooperation (Bonn, Germany).
In 1996 - Deputy Head of the Economic Office of the Administration of the President of Ukraine Leonid Kuchma.
1996-2005 - Managing Director, member of the Board for Ukraine, Romania, Moldova, Georgia, and Armenia at the European Bank for Reconstruction and Development.
2005-2007 - President of the International Management Institute.
In 2007, he was elected a member of the Verkhovna Rada of the VI Convocation of the Fatherland Party - Bloc of Yulia Tymoshenko (No. 91 on the ballot). Non-partisan. In parliament, he was elected Secretary of the Committee on Finance and Banking of the Verkhovna Rada.
From September 2008, a member of the Supervisory Board of the National Bank of Ukraine. In 2006-2008, he was an independent member of the Supervisory Board of UkrGasBank, controlled by People's Deputy of the Party of Regions Vasyl Hrybaliw.
From March 2010, external advisor to the President of Ukraine Viktor Yanukovych. On September 21, 2010, he was expelled from the Fatherland Party faction. On March 1, 2010, he joined the faction of the Party of Regions.
On February 24, 2014, he was dismissed by order of the acting President Oleksandr Turchynov as advisor to the head of state.
On September 10, 2015, his term in the NBU Board ended.
Views and Assessments. Poluneev believes that the ideology of national unity in Ukraine should be based on increasing the country's competitiveness. The politician is convinced that the understanding that Ukraine is recognized and respected in the world as economically competitive can be a source of general pride regardless of a person's language, confession, and political beliefs.
The parliamentarian considers the way out of the crisis for Ukraine to be the use of 'controlled' inflation. He suggests using specially issued funds for the needs of economic development. Poluneev believes it is justified to increase the attraction of domestic and foreign loans on the condition that the attracted funds are invested.
Poluneev was one of the authors of the 'Ukrainian Breakthrough' program, which the Fatherland Party made one of the focuses of its election campaign in the 2007 parliamentary elections.
After Yulia Tymoshenko's defeat in the presidential elections in 2010, Poluneev was one of the few Fatherland deputies present at the inauguration of President Yanukovych and one of the first members of the Fatherland faction to join the coalition of Stability and Reforms created by the Party of Regions, the Communist Party, and the Lytvyn Bloc. He explained his choice by saying that he entered politics to pursue a specific economic idea and not 'to work for certain personalities.'
