Borislav Solomonovich Rosenblat (ukr. Borislav Solomonovich Rosenblat) - Ukrainian politician, former member of the Ukrainian parliament.
Place of birth. Education. Born on May 25, 1969, in Kyiv. From 1984 to 1988, he studied at the Highway Technical School in Zhytomyr, specializing in 'Construction and Operation of Highways'. From 1988 to 1992, he studied at the Military Construction College in Kamyshin. Since 2014, he has been studying at the Kyiv-Mohyla Business School (MBA).
In 1988, he began his professional career as a technician in the Zhytomyr office of 'Ukrremshlyakhproekt'.
From 1992 to 1994, he served in the Ukrainian armed forces and was the commander of an airfield company in a unit in Ozerne, Zhytomyr region, reserve captain.
Business. Since 1994, Borislav Rosenblat has worked in various leadership positions (including general director, chairman of the board, and deputy chairman of the board) in the family financial and industrial group 'Open Joint Stock Company' Favorit '. The company dealt with food, construction, the sale of building materials, transportation, and agriculture. Some business areas declared bankruptcy, while others continued their operations. According to the electronic declaration, Borislav Rosenblat and his wife Zhanna Leonidovna Rosenblat control shares in the following companies: 'Galinsky Butter Factory', 'Favorit Company', 'Oberig', 'Miropilsky Bacon', 'Koretsky Agrarian', 'ISR International' (Dortmund, Germany), 'Comfort Plus', dairy 'Favorit', 'Favorit Development Company', 'Amos', 'Favorit Opt', 'Favorit Trans'.
Political career. In the early 2000s, Borislav Rosenblat was a member of the Socialist Party of Ukraine (united) of Viktor Medvedchuk and unsuccessfully tried to enter the Verkhovna Rada. In 2010, he ran on the list of the Party of Regions for the Zhytomyr Regional Council, also unsuccessfully.
In 2014, he was an associate of Petro Poroshenko during the presidential elections in Ukraine and a member of the Petro Poroshenko bloc. He was elected to the Verkhovna Rada as a deputy from single-member district No. 62 in the Zhytomyr region.
He is a co-author of the legislative draft of Ukraine 'On the Promotion and Sale of Amber' (No. 1351-1) in the second reading.
During the early parliamentary elections in 2019, he ran in the 62nd single-member district (Zhytomyr). After the elections, he was defeated in the district with a result of 6.62%.
Amber case. Corruption allegations. On June 21, 2017, Attorney General Yuriy Lutsenko submitted a recommendation to the Parliament to lift the immunity of Deputy Rosenblat at the request of the Specialized Anti-Corruption Prosecutor's Office. The deputy is accused of receiving a total of $280,000 for lobbying on behalf of a private company for the extraction of amber for abuse of influence and bribery.
On July 10, 2017, the Petro Poroshenko bloc party decided by an overwhelming majority to expel Rosenblat from the faction.
On July 11, 2017, the Parliament supported the lifting of immunity for the suspects in the so-called amber case, Rosenblat and Maxim Polyakov, but rejected their arrest and detention. The court ordered Rosenblat to pay a bail of 7 million UAH, wear an electronic bracelet, not leave Kyiv and Zhytomyr, surrender his passports, and avoid contact with witnesses and other suspects in his case. On July 24, the deputy announced that his family had paid the bail. On August 17, the court prohibited Rosenblat from taking off the bracelet and decided to wear it until October 17. On October 19, NABU detected Rosenblat at Kyiv airport and confiscated his passports. NABU believes he planned to take documents related to the amber case abroad.
Declaration. According to the electronic declaration for 2016, Borislav Rosenblat had 2.036 million US dollars and 1.4 million euros in cash, 1.06 million Hryvnias, 51,000 US dollars, and 14,500 euros in accounts. As for real estate, the deputy owned an apartment in Zhytomyr (700.6 m²), two houses in the Zhytomyr region (225.4 m² and 74.6 m²), a house in Germany with 270 m² and a plot of land of 12 acres, as well as several plots in the Zhytomyr region with a total area of more than 39,000 m² - some of this property was registered in the name of his wife Zhanna. Rosenblat owned two cars - a Mercedes-Benz S (2010) and a Jaguar XK 8 Coupe (2007). The deputy's income in 2016 amounted to 171,848 Hryvnias, and he also received 98,181 Hryvnias in income from interest on deposits and 683,441 Hryvnias in income from the firm 'ISR International', registered in Dortmund. Thanks to entrepreneurial activity, Zhanna Rosenblat earned 1,326,352 Hryvnias in 2016, as well as 1.262 million Hryvnias in income from the sale of movable assets, side activities, and interest income.
