Biography of Vladimir Petrovich Shcherban

Vladimir Petrovich Shcherban - former governor of Sumy and Donetsk regions. Candidate of economic sciences.

Place of birth. Education. Born in Artemivsk (now Kypuchie) of the Perevalsk district in Luhansk region. After graduating from high school, he became an apprentice locksmith at the Donetsk plant Tochmash. After serving in the army (1969-1971), he returned there to repair equipment in the precision casting workshop. In 1972-1976, Shcherban studied at the Donetsk Institute of Soviet Trade, obtaining a diploma as an economist. Candidate of economic sciences.

Career. After graduation, he worked as the head of several trading and processing enterprises in Chernivtsi and Donetsk.

From 1992 to 1994, he served as the deputy head of the Donetsk City Executive Committee and was a member of the Donetsk City Council.

Shcherban was a three-time People's Deputy of Ukraine. He was first elected to parliament in 1994.

From 1995 to July 1996, he headed the Donetsk Regional State Administration.

From July 1994 to October 1996, he was the chairman of the Donetsk Regional Council.

In the spring of 1998, Shcherban was elected a deputy of the Verkhovna Rada for the second time. A year later, President Leonid Kuchma appointed him governor of the Sumy region.

In 2002, Shcherban became an MP again. He was elected to parliament from the Our Ukraine bloc as the leader of the Liberal Party of Ukraine, which joined the NUP. However, almost a month later, Shcherban switched to the United Ukraine faction, and after its liquidation, he joined the People's Choice parliamentary group. Due to his parliamentary election in May 2002, Shcherban was relieved of his duties as governor.

From November 15, 2002, to January 2005 - head of the Sumy Regional State Administration.

In early 2005, he left Ukraine. In October of the same year, he was detained in Florida (USA) by authorities for violating visa regulations. Upon request from the Ukrainian side, he was deported from the USA.

On November 4, 2006, immediately after returning to Ukraine, he was arrested by representatives of the Prosecutor General's Office at Boryspil International Airport. A few days later, he was released on bail by three deputies from the Party of Regions.

Awards, titles. Awarded the Order of 'For Merit' III degree, the title of 'Honored Land Management Specialist of Ukraine'. Received a Ministry of Culture award for 'significant personal contribution to the development of Ukrainian culture, the revival of its spiritual values'.

Family. Shcherban is married; his wife, Irina, headed the Sumy Regional Charity Foundation 'Eternity', which financed 'the spiritual revival of the region'. Their son Artem Shcherban is a former deputy of the Verkhovna Rada of Ukraine (Party of Regions).

The former governor of Sumy region is sometimes mistakenly thought to be related to the late Yevhen Shcherban. Vladimir Shcherban is a namesake of the People's Deputy and one of the most influential people in Donbas, who was shot by hired killers in November 1996 at the foot of the airplane steps at Donetsk airport. The name of the client remains officially unknown to this day. In 2004, the Prosecutor General's Office accused Pavlo Lazarenko of organizing the order.
