Date of Birth: 26.11.1963

Place of Birth. Education. Born in Lviv. In 1988, he graduated from Lviv Medical Institute, Faculty of Pharmacy. In 1997, he graduated from the Faculty of Journalism of I. Franko National University of Lviv.

Career. In 1989, he became a member of the editorial board of the newspaper Molodaja Ukraina. The same year he was elected deputy chairman of the Union of Independent Ukrainian Youth (SNUUM).

In 1990, he became editor-in-chief of the weekly newspaper Molodyj Nationalist. At the same time, he became head of the Lviv regional organization of the Ukrainian National Assembly (Lviv). In January 1992, he became editor-in-chief of the weekly newspaper Hlas Natsij. He participated in the Transnistria conflict.

From March 1996, Shkil was head of the propaganda division of the UNA. From April 1996, he was the author and host of the TV show 'Our Affair' on Tabachuk TV. From May 1999 to November 2001, he headed the central office of the UNA-UNSOM PA (UNSOM - Ukrainian People's Defense), and from June 2002, he became head of the UNA-UNSOM.

In 2002, Shkil was elected as an independent candidate and a member of the UNA in one of the districts of Lviv during the elections to the Verkhovna Rada of Ukraine. He became a member of the faction of the Yulia Tymoshenko Bloc. He headed the subcommittee for drafting legislation of the committee for legislative support of law enforcement agencies.

In the parliamentary elections of 2006 and 2007, he was re-elected as a deputy of the Verkhovna Rada of Ukraine for the Yulia Tymoshenko Bloc (YTB).

At the VI Parliamentary Congress, he chaired the subcommittee on Eurointegration and Euro-Atlantic cooperation of the Foreign Affairs Committee.

In the fall of 2012, he ran for the VII Congress of the Verkhovna Rada for the Batkivshchyna party, but was elected in the non-passing part of the candidate list (No. 87).

At the end of 2012, he traveled to Prague and announced his intention to apply for political asylum in the Czech Republic due to criminal prosecution in Ukraine related to his participation in the 'Ukraine without Kuchma' action in 2001.

In early 2013, Shkil applied for political asylum in the Czech Republic.

In May 2013 Shkil moved to France, where he lives to this day.

Views and Assessments. Shkil's life is almost exclusively connected to politics. He was one of the uncompromising opponents of Leonid Kuchma's regime.

In February 2001, he was a member of the council of the 'Ukraine without Kuchma' action, representative of the civil committee for the defense of the constitution for negotiations with representatives of the president. In March, he was arrested for his participation in the civil protests 'Ukraine without Kuchma'. He spent a year in pre-trial detention with the SBU and the Ministry of Internal Affairs. He was released thanks to the election as a deputy and the support of the YTB, with whom he later joined in parliament. In 2005, he joined Yulia Tymoshenko's Fatherland party (Batkivshchyna).

In 2004, as an experienced revolutionary, he actively participated in the 'Orange Revolution'. After the 2006 and 2007 elections, he ruled out a coalition of the Tymoshenko Bloc with the Party of Regions and the CPU.

One of the activists of the YTB. Frequent commentator on the major political events and participant in television and radio programs.

Awards. Order of Prince Yaroslav the Wise III class, 'Badge of Honor' of the Ministry of Defense of Ukraine, Medal 'For the Defense of Transnistria'.
