Place of Birth. Education. Born in Olovyanaya, Chita Region. In 1960, he graduated from the Zhdanov Metallurgical Technical College. In 1971, he graduated from the Kramatorsk Industrial Institute with a specialization in Machine Engineering and Technology of Metal Forming under Pressure.

Career. 1960-1961 - Forge Assistant, Engineer-Technologist at Novokramatorsk Machine Engineering Plant Lenin (Kramatorsk, Donetsk Region).

1961-1964 - Military service.

1964-1979 - Control Master, Senior Control Master, Head of Technical Control Department, Deputy Head of the Forging Press Shop, Deputy Chief Metallurgist, Head of the Forging Press Shop, Director of Novokramatorsk Machine Engineering Plant. 1976-1978 - Business trip abroad, Iran.

1991-2002 - Director of the Novokramatorsk Machine Engineering Plant Rental Union, Chairman of the Board, General Director of the JSC Novokramatorsk Machine Engineering Plant.

2002-2006 - Member of the Parliament of Ukraine of the III Congress. Member of the factions Our Ukraine, Regions of Ukraine. Member of the Committee of the Verkhovna Rada on Economic Policy, Economic Management, Property, and Investments.

2006-2007 - Member of the Parliament of Ukraine of the V Congress of the Party of Regions (No. 3 on the election list). Member of the Committee of the Verkhovna Rada on Economic Policy.

2007-2012 - Member of the Parliament of Ukraine of the VI Congress (No. 12 on the list). Member of the Committee of the Verkhovna Rada on Economic Policy.

Member of the Party of Regions.

In 2008, he was among the top 50 richest people in Ukraine according to the Correspondent magazine (with a net worth of $727 million).

As a member of the Verkhovna Rada of the IV-VI Congresses, Skudar did not participate in the elections of 2012 and 2014.
