Britain accused Russia of violating the Code of Conduct in the OSCE due to its aggressive war against Ukraine. According to Ankur Narayan, the military-political advisor of the British delegation to the OSCE, Russia has violated numerous provisions of one of the main documents of the OSCE - the Code of Conduct regarding military-political aspects of security during the recent Forum for Security Cooperation of the OSCE in Vienna. The Code obliges us to act collectively when OSCE norms and obligations are violated. The British diplomat pointed out that Russia rejects the sovereign right of other states to choose their alliance agreements, which is a violation of paragraph 11 of the Code. The imposition of Russian military dominance over any other participating state is a violation of paragraph 13. Additionally, Russia violated paragraph 14 of the OSCE Code of Conduct by deploying its armed forces in the territories of other states, including Ukraine, Georgia, and Moldova, without proper agreements under international law. Narayan detailed Russia's violations of paragraphs 30, 31, and 34 of the Code, which require states to ensure that their armed forces and security forces comply with international law. The British mission emphasized that Belarus violated paragraph 8 of the OSCE Code of Conduct by becoming complicit in Russia's illegal full-scale invasion and supporting Russian armed forces while allowing them to use Belarusian territory to attack Ukraine. The military-political advisor of the British delegation to the OSCE emphasized the need for Russia to completely and unconditionally withdraw its forces from all territory of Ukraine within its internationally recognized borders. Independent and impartial investigations into all allegations of violations of international humanitarian law and human rights law are demanded, and the victims deserve justice. The British delegation will continue to work tirelessly with international partners for this cause.
