Overall, Paris is among the top European cities with the most scammers and thieves. This city is where tourists are most frequently targeted.
The safest city, however, has been recognized as Oslo. In general, Norway is quite safe even for tourists. Barcelona is also unsafe, much like Athens, so tourists should be prepared not only to see the sights but also to buy new things and electronics after their trip.
