Place of Birth. Education. Born in Kyiv. In 1977, he graduated from the Kyiv Polytechnic Institute (Technology Engineer) and the Kyiv Conservatory named after P. Tchaikovsky (Chorus Conductor). In 1997, he completed the law faculty of Taras Shevchenko National University. Candidate of Economic Sciences (2003).

Career. 1977-1991 - Technology Engineer at the Experimental Plant of the E. Paton Institute of Electric Welding.

1991-1995 - Deputy of the Kyiv District Council, Vice Chairman of the District Council.

1995-1998 - Head of the State Administration of the Moscow District of Kyiv. Since 1998, a lecturer of the course 'Budget System of Ukraine' at the Kyiv Slavic University.

1998-2002 - Deputy of the Verkhovna Rada of Ukraine of the III Congress of the People's Movement of Ukraine. Head of the Subcommittee on Budget Affairs of the Autonomous Republic of Crimea, local self-government bodies, and the formation of local budgets of the Budget Committee of the Verkhovna Rada.

2002-2006 - Deputy of Ukraine of the IV Congress of Our Ukraine, the block of Viktor Yushchenko. Deputy Head of the Budget Committee.

From May 2006 to March 2010 - Chairman of the Poltava Oblast State Administration.

Since 1998, a member of the People's Movement of Ukraine. Member of the Central Committee of the Ukrainian People's Party since 1999 (until 2003, it was called the Ukrainian People's Movement).

In the autumn of 2012, he ran in the single-mandate electoral district No. 218 in Kyiv for the Verkhovna Rada of the VII Congress of the UNP but was defeated by the representative of Batkivshchyna, Volodymyr Ariev.
