Denis Bass

Date of Birth: 11.04.1978

Place of Birth. Education. Born in Kyiv. In 2000, he graduated from the National Technical University of Kyiv Polytechnic Institute with a degree in Marketing. Candidate of Economic Sciences (2006).

Business Career. After graduation, he joined Prawex Bank - the main business and the key business structure of the then Ukrainian MP Leonid Chernovetsky. At the beginning of his career, he worked as a manager of a group of technical secretaries, marketing manager, director of two capital branches of the bank - Dorogozhitsky and Pushkinsky.

In April 2003, Bass was appointed Vice President of Prawex Bank. It continued to rise. In December of the same year, he became Senior Vice President of the bank, in January 2004 he was promoted to Deputy Chairman of the Board and in February 2005 to First Deputy Chairman (with responsibilities in overseeing the bank's card business, deposit activities, treasury, auto loan lending, etc.). In 2005-2006, Bass was twice among the top five Ukrainian bankers of the year according to the annual financial ratings of Business magazine. He was repeatedly elected to the board of the Association VISA Ukraine by colleagues from other domestic banks.

From Banker to Official. As a top manager of a large bank, Bass could have felt very comfortable if it weren't for Chernovetsky winning the mayoral elections in Kyiv in March 2006. The new mayor of Kyiv brought a group of leading managers from Prawex into the city hall. Bass received one of the highest positions in the KGA. In this capacity, he supervised the main departments of finance, economy and investments, transport, communication and IT, cooperation with media and the public, municipal property, and industrial and innovation policy.

In 2007, Bass combined the position of First Deputy Head of the KGA with heading the Main Department of Economy and Investments, but was replaced in mid-May by Chernovetsky with another person. The mayor did not provide the public with a clear explanation for this decision, only stating: 'Combining two positions is too much responsibility and burden.'

In March 2010, after the change of power to Viktor Yanukovych, Chernovetsky carried out an 'optimization of the administrative structure of the KGA' and within the framework of the 'new approach to personnel staffing, implemented by the President and Prime Minister', Bass was 'deprioritized' to a deputy position.

In June 2010, Bass left the KGA when the new Deputy Mayor Alexander Popov brought in Ruslan Kramarenko from the Ministry of Agriculture and Food Supply for his position.

Unlike some other high-ranking colleagues in the KGA and Kyiv City Council, Bass avoided making obviously scandalous decisions and sharp statements, he tried to maintain a good relationship with journalists. His behavior is the complete opposite of, for example, the former Deputy Mayor Iryna Kilchitska or the Secretary of the City Council Oleksiy Davy. He was a rare guest on political talk shows on television.

In 2012, Denis Bass decided to move to Russia. He lived several years in Moscow and managed the Russian company 'Intourist'.

In early 2018, it became known that Denis Bass had returned to Kyiv. The former official intended to seriously focus on the real estate business.
