Biography of Yuri Baulin

Date of Birth: 02.09.1953

Place of Birth. Education. Yuri Baulin was born on September 2, 1953, in the village of Stanitsa Luganska, Luhansk Oblast. In 1975, he graduated from the Kharkiv Law Institute.

Career. He began his professional career in 1970 as an apprentice turner. He then worked as a turner and chief inspector for personnel issues in the mechanical department of the Voroshilovgrad crankshaft plant.

After graduation, he worked as an assistant to the chair of criminal law and completed his military service.

From 1976 to 1988, he was an assistant, graduate student, senior lecturer, acting lecturer, and lecturer at the chair of criminal law at the Kharkiv Law Institute. From 1988 to 1991, he was a graduate student at this educational institution.

From 1991 to 2005, he was a lecturer and professor at the chair of criminal law, deputy dean of the evening school at the National Law Academy named after Yaroslav the Wise.

From 2005 to 2008, he served as acting director and director of the Institute for the Study of Criminal Problems at the Academy of Legal Sciences of Ukraine in Kharkiv.

In February 2008, he was appointed by the President of Ukraine Viktor Yushchenko as a judge of the Constitutional Court of Ukraine. He took the oath of office on June 3, 2008.

On November 4, 2011, he was elected deputy chairman of the Constitutional Court of Ukraine at a special plenary session.

On March 18, 2014, he was elected as the chairman of the Constitutional Court at a special plenary session. Until that time, he had been the acting chairman of the Constitutional Court of Ukraine.

On March 20, 2017, Yuri Baulin was temporarily appointed as the chairman of the Constitutional Court of Ukraine due to the expiration of a three-year term as chairman. Yuri Baulin will perform the duties of the chairman of the Constitutional Court of Ukraine from March 20, as the oldest judge, until a new chairman is elected.

On June 3, 2017, Yuri Baulin's term as a judge of the Constitutional Court of Ukraine ended.

Since September 2017, he has been a professor at the chair of criminal law No. 1 and a member of the Academic Council of the National Law University named after Yaroslav the Wise.

Research Activity. Author of more than 160 scientific works on criminal law issues. He was involved in the development of draft laws for the Budget, Tax, and Criminal Codes of Ukraine.

Awards. Doctor of Law, Professor, Academician of the Academy of Legal Sciences of Ukraine. Awarded the Order of 'For Merit' III class. Recipient of the State Prize of Ukraine for Science and Technology. Honored Scientist of Ukraine.
