Mikhail Vasilievich Bolotsky - Ukrainian politician, Colonel General of Civil Protection, Head of the State Emergency Service of Ukraine (2012-2014), Candidate of Historical Sciences, Head of the Executive Body of the Luhansk Regional State Administration (March-May 2014).
Place of Birth. Education. Born in the village of Gorodishche in the Starooskolsky District of Belgorod Oblast (Russia). In 1982 he graduated from the Kharkiv Guard Tank School named after the Supreme Rada of the Ukrainian SSR. In 2001 - Military Technical Institute at the Podolsk State Agrarian Technical Academy. In 2003 - Kharkiv Regional Institute of Public Administration of the Ukrainian Academy of Public Administration under the President. Candidate of Historical Sciences.
Career. 1982-1998 - Service in the Armed Forces and Civil Protection Troops in positions of tank platoon leader, tank company commander, chief of staff deputy - deputy commander of the tank battalion, commander of the training tank battalion, deputy commander of the tank regiment, commander of the separate mobile mechanized regiment of Civil Protection of Ukraine.
Participant in military operations. In 1994-1995 he took part in a UN peacekeeping mission in former Yugoslavia.
1998-2001 - Head of the department - Deputy Head of the Civil Protection Service of the Luhansk Oblast Administration for emergency situations and civil protection of the population of the Luhansk Regional State Administration.
2001-2003 - Head of the main department - Deputy Head of the Civil Protection Service of the Luhansk Oblast Administration of the Main Administration for Emergency Situations and Protection of the Population from the consequences of the Chernobyl disaster of the Luhansk Regional State Administration.
2003-2005 - Head of the main department of the Ministry of Emergency Situations in the Luhansk Oblast.
2005-2007 - Head of the Institute of Public Administration in the field of Civil Protection of the University of Civil Protection of Ukraine.
In 2007 - Director of the Department of Education, Science and Forecasts of the Central Office of the Ministry of Emergency Situations of Ukraine.
Since July 2007, he was Deputy Minister for Emergency Situations and Protection of the Population from the consequences of the Chernobyl disaster of Vladimir Shandra and from March to July 2010 of Nestor Shufrich.
From July 21, 2010, he was the first Deputy Minister for Emergency Situations and head of the Ministry of Civil Protection (on November 12, 2010, Viktor Baloga was appointed as the head of the Ministry by order of President Viktor Yanukovych). He was dismissed from his position on February 29, 2012, by an order from Yanukovych.
On December 24, 2012, he was appointed Head of the State Emergency Service, which President Yanukovych established amid the restructuring of the Ministry of Emergency Situations.
On March 2, 2014, he was appointed Head of the Luhansk Oblast Administration by an order from acting President Alexander Turchinov, replacing Vladimir Pristyuk, who was dismissed that day.
On May 10, 2014, he was dismissed from his post as Head of the Luhansk Oblast Administration.
Awards. Colonel General. Awarded with the medals 'For Impeccable Service' III-II degrees, the UN Peace Medal 'Service to Humanity'.
