Biography

Date of birth: 19.06.1963

Place of birth. Education. Born in Donetsk. In 1985, he graduated from the Donetsk Polytechnic Institute (specialty - Automobile and Automobile Industry, qualification - Engineer-Electromechanic). In 2003, he obtained a master's degree in civil administration from the Ukrainian Academy of Public Administration at the Dnipropetrovsk Regional Institute under the President of Ukraine.

Career. He rose from a worker to a director. In 1995, he entered politics and became a representative of the Liberal Party of Ukraine in Makeyevka (the party leader was Vladimir Shcherban).

In 2000, he was appointed deputy mayor of Makeyevka (Vasily Djartys) for the operational activities of the executive committee of the city council of Makeyevka.

From 2005, he served as the head of the ideological work department of the Party of Regions (Kyiv).

In 2006-2007, he was a deputy of the Verkhovna Rada of Ukraine of the V Congress of the Party of Regions (No. 109 on the electoral list). He was a member of the Verkhovna Rada Committee on Environmental Policy and Elimination of the Consequences of the Chernobyl Disaster, as well as a member of the Budget Committee.

In 2010, he became the first deputy chairman of the Council of Ministers of the Autonomous Republic of Crimea (Vasily Djartys).

From February 16, 2011, to February 27, 2014, he served as the first deputy chairman of the Council of Ministers of the ARC - Minister for Regional Development and Housing of the ARC.

After the annexation of Crimea by Russia, he obtained Russian citizenship and joined the United Russia party.

Since January 2019, he has been the deputy chairman of the Sevastopol branch of the All-Russian political party United Russia.
