Biography of Dovhyi Oleksandr Vasylovych
Date of birth: 23.07.1954
Place of birth. Education. Born in the village of Hanno-Trebynivka, Ustinovskyi district in Kirovohrad region. Graduated from Taras Shevchenko National University of Kyiv, specializing in mechanical engineering.
Career. From 1976 to the 1990s, he progressed from junior researcher to head of the department at the Institute of Hydromechanics of the National Academy of Sciences of Ukraine. In 1991-1997, Dovhyi was the general director of NPO Topaz-Inform. He led the Ukrainian Institute for Environmental and Resource Research under the NSDC of Ukraine for a year.
From August 1998 to April 1999, he served as the Minister of Science and Technology of Ukraine. Then, from February 2000, he became the head of the State Committee for Science and Intellectual Property. After that (until July 2001), he was the chairman of the board of PJSC Ukrtelecom. His next position was the chairman of the State Committee for Communication and Informatization of Ukraine.
The next significant phase in Dovhyi's life was his election as a deputy. He entered the Verkhovna Rada of the IV convocation on the list of the 'pro-Kuchma' bloc For a United Ukraine! Simultaneously, he chaired the supervisory board of Ukrtelecom.
In the next election, he received a mandate on the list of Our Ukraine. In the emergency elections of 2007, he ranked 55th on the passing part of the Our Ukraine - People's Self-Defense (OU-PSD) list. In October 2010, he left the OU-PSD faction and joined the faction of the Litvin Bloc, which was later renamed to the faction of the People's Party.
He was a member of the Party of Industrialists and Entrepreneurs of Anatoliy Kinakh, with whom, according to media reports, he had close ties.
Views and evaluations. Dovhyi is regarded as one of the most experienced lobbyists in the telecommunications field, considering his career and developed connections in the industry and politics. The publication Chas hroshей noted that during three years of actual leadership in the industry, he managed to build a clear vertical management structure and create a team of 'loyal people'. Personal interests, according to the publication, are minimal for Dovhyi in the market. He is one of many minority shareholders of Ukrtelecom. Although, according to some sources, structures close to him control the Odesa telecommunications equipment factory Telekart, from which the state operator purchases the main volume of telephones and telephone cards.
The most successful lobbying project of Dovhyi after his resignation as chairman of the supervisory board of Ukrtelecom was named by the newspaper Kommersant-Ukraine as the appointment of Oleg Haiduk as head of the National Commission for Communications Regulation. Until then, he had been the chairman of the board of Ukrtelecom from 2001 to 2003, right after Dovhyi's departure from office.
In November 2007, Dovhyi found himself at the center of a scandal that erupted during the formation of the parliamentary coalition between OU-PSD and Yulia Tymoshenko Bloc. He and six other representatives of Our Ukraine blocked the final part of the process for several weeks, refusing to sign the coalition agreement and a declaration of joining the coalition. According to one version, Dovhyi himself hesitated to sign the documents due to his son Oles, who at that time was a secretary of Kyiv City Council and an active member of the Kyiv mayor Leonid Chernovetsky's team. At that time, political analysts predicted that one of the likely consequences of the formation of the OU-PSD - YTB coalition would be emergency elections for the Kyiv mayor and the deputies of the Kyiv City Council.
According to another version, the 'non-signers' sought to replace the candidate for the head of SNNU Vyacheslav Kyrylenko, who claimed the position of speaker of the parliament, with another colleague from the bloc.

Family, relatives. Wife - Larysa Dovhyi, candidate of philosophical sciences, professor at Kyiv National Conservatory, senior researcher at the Institute of Philosophy of the NAS of Ukraine. They raised a son and a daughter. In December 2007, the deputy had another son. The eldest is Oles Dovhyi (born 1980), a deputy of the Verkhovna Rada of the IX convocation.
Stanislav Dovhyi's brother is Taras Dovhyi (born in 1967), a people's deputy of Ukraine of the IV-V convocations, a representative of Our Ukraine. According to Chas hroshей, he controls the company Topaz Electronics, which produces licensed assemblies of household appliances Sanyo and Philips from imported components on the territory of Kyiv Radio Plant.
