Born in Luhansk. In 1978, he graduated from the Voroshilovgrad Machine Engineering Institute with a degree in 'hydraulic machines and automation tools' and received the qualification of 'mechanical engineer'. In 1992, he obtained a diploma from the Kyiv Institute of Political Science and Social Management with a specialization in political science. In 1996, he graduated from the International Academy of Personnel Management in Kyiv and received a master's degree in economic sciences. Since 2001, he has been a candidate of economic sciences.

Career.

In 1978, he worked as a technology engineer at the Voroshilovgrad Machine Engineering Plant named after Lenin.

From 1980 to 1987, after serving in the army, he was the head of the department of the Voroshilovgrad City Committee of the Komsomol, the first secretary of the Lenin District Committee of the Komsomol (Voroshilovgrad), and the first secretary of the Voroshilovgrad City Committee of the Komsomol.

Criminal Case.

In late July 2014, the General Prosecutor's Office of Ukraine initiated a criminal case against the people's deputy of Ukraine, the leader of the Party of Regions faction Alexander Efremov. Pre-trial investigations were started for abuse of power by Efremov, who exerted pressure on officials of the State Enterprise Luhanskvuhilya during the procurement of services for the installation of mining equipment and low-voltage equipment, as a result of which the specified enterprise entered into contracts with entities controlled by Efremov at inflated prices, which led to serious consequences for the interests of the state. The preliminary qualification of the crime is part 2 of article 364 of the Criminal Code of Ukraine.

On February 14, 2015, Efremov was detained in Kyiv by the General Prosecutor's Office and the Security Service of Ukraine. On February 16, the Pechersk District Court of Kyiv arrested Efremov for two months; the next day he was released on bail after posting bail in the amount of 3.6 million hryvnias.

On February 18, new charges were filed in the case of financing terrorism. On February 25, the Pechersk court decided to apply a measure of restraint in the form of bail of 60 thousand hryvnias - 50 minimum wages.

On October 20, 2015, the General Prosecutor's Office of Ukraine transferred the indictment against Oleksandr Efremov to the court. On November 4, the electronic bracelet was removed from Efremov due to the expiration of the arrest period on November 1. On November 30, the Pechersk District Court of Kyiv returned the indictment against Oleksandr Efremov to the General Prosecutor's Office of Ukraine.

In March 2016, the General Prosecutor's Office of Ukraine closed the criminal proceedings against Oleksandr Efremov, initiated on suspicion of inciting ethnic hatred (due to the lack of corpus delicti in his actions under part 3 of article 161 of the Criminal Code of Ukraine).

On July 30, 2016, by order of the General Prosecutor Yuri Lutsenko, 'on suspicion of encroachment on the territorial integrity and inviolability of Ukraine', he was detained for the second time. Efremov was detained at Boryspil Airport while attempting to fly out of the country.
