Place of Birth. Education. Born in Kyiv. In 1981, he graduated from Taras Shevchenko National University of Kyiv (Faculty of International Relations and International Law).
Career. 1981-1984 - Third and Second Secretary of the Protocol Office of the Ukrainian Ministry of Foreign Affairs.
1984-1986 - Second Secretary of the Office for International Organizations of the Ukrainian Ministry of Foreign Affairs.
1986-1992 - Second Secretary of the Permanent Mission of Ukraine to the United Nations.
1992-1993 - First Secretary, Deputy Head of the Office for International Organizations of the Ukrainian Ministry of Foreign Affairs.
1993 - Observer for public affairs of the UN peacekeeping forces in the former Yugoslavia (UNPROFOR), Croatia.
1993-1995 - Deputy Head of the Department for International Organizations of the Ukrainian Ministry of Foreign Affairs.

On June 5, 2018, the permanent representative of Ukraine to the United Nations Wladimir Jeltschenko was elected Vice President of the 73rd session of the United Nations General Assembly.
On May 11, 2019, President Petro Poroshenko appointed the permanent representative of Ukraine to the United Nations Wladimir Jeltschenko as Special and Plenipotentiary Ambassador to Jamaica.
On December 18, 2019, President Volodymyr Zelensky appointed Wladimir Jeltschenko as Special and Plenipotentiary Ambassador of Ukraine to the USA. On February 25, 2021, he was relieved of his duties as ambassador.
