Biography of Alexander Borisovich Feldman

Alexander Borisovich Feldman is a businessman, honorary president of the AVEK group of companies, millionaire. People’s Deputy of Ukraine of the IV, V, VI, VII, VIII, and IX convocations. Member of the Batkivshchyna party (2005–2011). In 2011, he switched from the BYuT faction to the Party of Regions. In the IX convocation of parliament, he is a member of the faction of the banned OPZZH party.

Place of Birth. Education. He was born in Kharkiv. He graduated from Kharkiv National University named after V. Karazin with a degree in economics.

Career. 1978-1989 - service in the Soviet Army, ATP driver, boiler operator, locksmith-repairman at a consumer services enterprise.

During this convocation, he was a member of the pro-president faction of United Ukraine, then - the factions of Democratic Initiatives, Democratic Initiatives - People's Power. Since June 2005 - a member of the faction of Yulia Tymoshenko's Bloc.

2006-2007 - People’s Deputy of Ukraine of the V convocation from BYuT (No. 43 in the electoral list). Chairman of the subcommittee on issues of indigenous peoples, national minorities, and ethnic groups of the Verkhovna Rada Committee on human rights, national minorities, and international relations.

2007-2012 - People’s Deputy of Ukraine of the VI convocation from BYuT (No. 43 in the list). Chairman of the subcommittee on ensuring the protection of human rights and freedoms and cooperation with law enforcement agencies of the Verkhovna Rada Committee on combating organized crime and corruption.

He was a member of Yulia Tymoshenko's party All-Ukrainian Union Batkivshchyna, chairman of the Kharkiv regional party organization.

On May 14, 2011, he joined the Stability and Reforms coalition.

On March 16, 2011, he joined the Party of Regions faction.

From December 2012 to November 2014 - People’s Deputy of Ukraine of the VII convocation, passed as a representative of the Party of Regions in a single-mandate district No. 174 in Kharkiv region. Member of the Verkhovna Rada Committee on budget issues. Deputy member of the permanent delegation to the Parliamentary Assembly of the Council of Europe.

On January 16, 2014, he voted for the 'dictatorial laws' - a package of anti-democratic laws that significantly restricted the rights of citizens and freedom of speech.

He was again elected as a People’s Deputy of Ukraine following the early elections to the Verkhovna Rada, which took place on October 26, 2014. According to the CEC, Feldman took 1st place in the 174th single-member district with a result of 64.94%.

Participation in the early parliamentary elections of 2019 as a self-nominated candidate in electoral district No. 174 (Kharkiv region). As a result of the voting, he won in the district.

Since May 2022, he has been a member of the deputy group on Restoration of Ukraine.

Assets and Wealth. The AVEK group of companies is among the largest developers in Ukraine. The main areas of activity are investments in the construction of commercial real estate, development, property management. The company’s offices are located in Kyiv and Kharkiv.

One of the largest and most profitable projects of the concern is the Kharkiv wholesale and retail market 'Barabashovo' (the largest in Europe), where more than 60 thousand people work. Among other commercial real estate projects are shopping and shopping-office complexes and centers 'Novosaltivsky', 'AvePlaza', 'PlatinumPlaza', 'Portal', 'Portal 2', 'Radio city', 'Levada city', Sumy market, and the '23rd of August' market (all in Kharkiv).

In addition, the concern operates in dairy product markets (owns the TM Siry Burluka), passenger transportation, and develops media business.

Feldman is among the richest Ukrainians. In February 2008, the magazine Focus estimated Feldman's wealth at $280 million, placing him 80th on the list of 130 domestic rich people. A year earlier, the same publication counted $55 million less for the owner of AVEK.

Civic Activities. In February 1997, he founded and headed the Kharkiv City Charitable Fund AVEK, which was later renamed the International Charitable Fund 'Alexander Feldman Fund'.
