Pavel Yakovlevich Fuchs - Ukrainian and Russian businessman, philanthropist, founder of the development company Mos City Group.

Place of Birth. Education. Pavel Fuchs was born on October 27, 1971, in Kharkov. In 1994, he graduated from Kharkov National University of Civil Engineering and Architecture with a degree in 'Economic and Social Planning' from the 'Finance and Credit' department. During the same time, from 1992 to 1994, he worked as a consultant to the CEO of the joint Russian-American company 'Trading House Intrada'.
From 1997 to 2003, he continued his studies at the distance department of the Plekhanov Russian Economic Academy in the 'World Economy' department.
Career. He worked in the finance and wholesale trade sectors. From 1995 to 1999, he was a consultant to the chairman of the board of CJSC 'Prominvestbank'.
From 1999 to 2000, he was the vice president of LLC 'Foreign Economic Corporation'.
In 2002, he began working in the real estate development business. Among the first projects was the 'Kaluzhsky' shopping center. In the same year, he founded the company 'Ingeocom-Invest' together with Mikhail Rudyak, the chairman of the company 'Ingeocom', and became the chairman of the supervisory board (until 2004). From 2004 to 2006, he was the general director of his own company LLC 'Techinvest'.
In 2006, he founded PJSC 'Mossitigrup' (Mos City Group), which, by early 2008, assembled a project portfolio of approximately 7 million m², including several skyscrapers in 'Moscow City' such as the 'Imperial Tower' (280,000 m²) and the 'Eurasia Tower' (211,000 m²) and became one of the largest real estate development companies. In the fall of 2007, MCG acquired the 'Aerostar' hotel on Leningradsky Prospect in Moscow. MosCityGroup was the majority owner of CJSC Sports Complex 'Olympiysky' and sought to purchase the city of Moscow's stake in the sports complex. Since 2009, Fuchs has been on the board of SC 'Olympiysky'. However, in May 2014, Pavel Fuchs sold his 27.5% stake in the 'Olympiysky' sports complex to Dmitry Shumkov.
In 2008, he was elected to the presidium of the Union of Industrialists and Entrepreneurs of Russia. In June 2008, he held talks with current US President Donald Trump about the construction of the Trump Tower in Moscow, but the businessmen could not reach a mutually beneficial agreement.
Since 2010, Pavel Fuchs has been a major shareholder of Sovcombank, with a stake of 21.83%. In March 2015, he sold his stake valued at 80 million USD. At the time of Pavel Fuchs's purchase, 'Sovcombank' was ranked 98th in the rating of Russian banks, and at the time of sale, the bank was ranked 19th in the national RAEX rating and among the top 5 in terms of profit per equity.
Fuchs has been referred to as one of the likely buyers of Prominvestbank, which is controlled by the Russian Vnesheconombank. However, the entrepreneur failed to obtain the approval of the National Bank of Ukraine.

The entrepreneur's areas of interest include real estate development, banking, and the oil and gas industry. In 2017, Pavel Fuchs ranked 24th in the Forbes ranking of the 100 richest people in Ukraine with a net worth of 270 million USD.
According to media reports, he is one of the potential buyers of the Ukrainian subsidiary of VEB, Prominvestbank. The founder of the development company Mos City Group, Pavel Fuchs, submitted a statement to the Antimonopoly Committee for the purchase of more than 25% of the bank.
Sanctions. On June 24, 2021, Ukrainian President Volodymyr Zelenskyy signed a decree imposing sanctions against Pavel Fuchs.
Charity. Regularly helps his hometown. In particular, he was involved in the restoration of the Kharkiv Regional Philharmonic, built the Church of St. Queen Tamara, and erected a monument to the legendary founder of the city, Cossack Kharko.
In 2014, Pavel Fuchs was awarded the title of 'Honorary Citizen of Kharkiv'.
Co-organizer of the construction of the Holocaust Memorial Center 'Babi Yar' (the project's value is estimated at 50-100 million USD and should be completed in 2021, on the 80th anniversary of the Babyn Yar massacre). Family. Wife - Tatiana Fuchs - founder and owner of the jewelry brand TAJ. They are raising four children.
In July 2016, Pavel's daughter Anastasia Fuchs got married.
