Biography of Andrey Golovach
Date of birth: 27.07.1969
Place of birth. Education. Born in Donetsk. In 1990, he graduated from the Donetsk Higher Military-Political School. In 1996, he graduated from the Donetsk State University, and in 2000, from the National Academy of Internal Affairs. Doctor of Law.
Career. After graduating from military school, he served in the armed forces.
From 1995 to 2002, he worked in the Ministry of Internal Affairs in Ukraine in operational and leadership positions.
Since 2002, he worked in the tax militia of the State Tax Service of Ukraine.
From February to June 2002, he was the Deputy Head of the Tax Militia Department of the Main Tax Office in the Zaporizhia region.
From June 2002 to November 2009, he headed the Tax Militia Department of the Main Tax Office in Dnipropetrovsk region.
From March to December 2010, he was the Deputy Head of the Tax Militia - Head of the Main Tax Militia Department of Ukraine.
On December 25, 2010, he was appointed by decree of President Viktor Yanukovych as the Deputy Head of the State Tax Service of Ukraine - Head of the Tax Militia (replacing Viktor Scheibut).
On April 1, 2014, he was dismissed by the government due to the liquidation of the State Tax Service of Ukraine and the Ministry of Revenue and Duties of Ukraine.
Criminal Case. On August 9, 2016, former Deputy Head of the State Tax Service of Ukraine, Andrey Golovach, was detained by the Military Prosecutor's Office of Ukraine along with the Security Service of Ukraine on suspicion of unlawfully refunding value-added tax in the amount of 3 billion UAH.
According to Attorney General Anatoliy Matios, over 1.6 billion UAH flowed through the accounts of Golovach and his family from 2013 to 2016, these funds were acquired unlawfully. After the arrest, property worth 480 million UAH was seized, including apartments, cars, the cottage village 'Sunny Valley' near Kyiv, several restaurants, and elite clothing stores on Khreshchatyk Street 15.
In February 2017, the Attorney General of Ukraine, Yuriy Lutsenko, announced that Golovach had agreed to a deal with investigators and paid 130 million UAH to the Treasury. He received a suspended sentence.
Although the Attorney General promised to confiscate all of Golovach's property, this did not happen.
Awards. Colonel General of the Tax Militia. Honored Lawyer of Ukraine. Awarded the medal 'For Impeccable Service' of III class.
