Biography
Date of Birth: 06.06.1950
Place of Birth. Education. Born in Jdanov (now Mariupol) in the Donetsk region. In 1972, he graduated from the Jdanov Metallurgical Institute with a specialization in Metal Forming. In 1988, he obtained the academic degree of Candidate of Technical Sciences.
Career. After completing his higher education, Golubchenko worked as a roller in the casting department of the Jdanov Metallurgical Plant. In 1974, after military service, he returned to the plant and worked there for 12 years, from roller to head of the casting department. In 1986, he moved to Dnipropetrovsk, where he worked as chief roller in the area of new techniques and technologies of technical management of the Ministry of Ferrous Metallurgy of the Ukrainian SSR. After Dnipropetrovsk, he went to Zaporizhzhia, where Golubchenko held the position of deputy general director for production at the Zaporizhstal metallurgical plant.
In 1991, Golubchenko moved to Kyiv. From 1991 to 1995, he was the First Deputy Chairman of the State Committee of Ukraine for the Metallurgical Industry, Deputy Chairman of the Ministry of Industry, and Minister of Industry of Ukraine. From August 1997 to December 1998, he served as the First Deputy Prime Minister in the executive of Valeriy Pustovoitenko. From 1994 to 1998, he combined government positions with the status of Deputy of Ukraine of the II Convocation (elected in the constituency in Berdyansk). He was a member of the Committee of the Verkhovna Rada on issues of basic industries and the socio-economic development of the regions.
After leaving the government, Golubchenko served for six months as the First Deputy Chairman of the State Property Fund of Ukraine. Then began another 'production cycle' in Golubchenko's biography: from 1999 to 2001, he was a scientific advisor at the Stakhanov Ferroalloy Plant in the Luhansk region, and from 2002 to August 2006, he was the chairman of the supervisory board of UkrElektroApparat JSC in Khmelnytskyi.
Working in Chernovetsky's team. In September 2006, Golubchenko became the First Deputy Mayor under Leonid Chernovetsky. After the takeover by Viktor Yanukovych, Chernovetsky implemented an 'optimization of the administrative structure of the Kyiv city government' within the framework of a 'new approach to personnel selection introduced by the president and prime minister.' In June 2010, after the appointment of former Minister of Housing and Communal Services Alexander Popov, Golubchenko was simply made deputy head of the Kyiv city government without the 'First' addition. He was responsible for the preparation and conduct of Euro 2012 in Kyiv, as well as for the activities of transportation, advertising, funeral, and tourism authorities.
He proved to be a tough leader in battles in the Kyiv City Council, triggered by a 3.4-fold increase in rates for communal services. He tirelessly argued that such a measure was economically fully justified and threatened Kyiv residents with property confiscation for payment delays. He actively defended against the accusations directed at the then-capital administration and his predecessor as Kyiv mayor, Alexander Omelchenko.
Golubchenko also became embroiled in the scandal over the construction of the first domestic golf center in Kyiv, where disputes arose with city officials at the end of 2006. The Ukrainian Golf Federation claimed that Golubchenko was involved: allegedly, his wife lobbied for the interests of her sponsor, who was building a restaurant on the site of the golf center and secured certain advantages through administrative levers. Representatives of Yelena Golubchenko, the owner of the well-known fashion restaurant 'Egoist' and the beauty salon 'U Pani Anele' in Kyiv, dismissed all accusations from the 'golfers.'
Since May 21, 2013, he has been the First Deputy Head of the Kyiv City Administration (under Alexander Popov).
In December 2013 - January 2014, he served as the acting head of the Kyiv City Administration.
On February 25, 2014, he resigned from his position as First Deputy Head of the Kyiv City Administration.
Awards and Titles. Golubchenko is a recipient of the State Prize of Ukraine in Science and Technology, received the title 'Honored Worker of Industry of Ukraine', and was awarded the Order 'For Merit' of the III degree.
