Place of Birth. Education. Born in Kyiv into a military family. He spent his childhood in Lviv.

In 1985, he graduated from the Faculty of Cybernetics at Taras Shevchenko National University of Kyiv. Candidate of Physical and Mathematical Sciences (1989). Doctor of Economic Sciences (Dissertation - 'Investment Processes in Conditions of Globalization (Methodology of Systemic Research and Optimization)', 1998).

Career. 1985-1996 - Engineer, intern teacher, assistant, leading scientific employee at Taras Shevchenko National University of Kyiv.

1992-1998 - Deputy Chairman of the Board of the Ukrainian Credit Bank, First Vice President of FC Dynamo Kyiv, Chairman of the Board of the Ukrainian Industrial and Financial Consortium Slavutych.

1998-2002 - Member of the Ukrainian Parliament of the III Congress of the Social Democratic Party of Ukraine (united). Deputy Chairman of the Finance and Banking Committee of the Verkhovna Rada, member of the SDPU (o) faction.

2002-2006 - Member of the Ukrainian Parliament of the IV Congress from one of the electoral districts of Cherkasy region. He began this term as a member of the faction loyal to President Leonid Kuchma, which was formed on the basis of the block for a united Ukraine! and ended with a change shortly before the upcoming parliamentary elections in February 2006 to the faction of Yulia Tymoshenko. He was again deputy chairman of the Finance and Banking Committee of the Verkhovna Rada.

2006-2007 - Member of the Ukrainian Parliament of the IV Congress from the BYuT faction. Member of the Verkhovna Rada Committee on European Integration. Member of the Special Control Commission of the Verkhovna Rada on Issues of Privatization.

2007-2012 - Member of the Ukrainian Parliament of the VI Congress of the BYuT faction. Deputy Leader of the BYuT parliamentary faction Ivan Kyrylenko. Member of the Verkhovna Rada Committee on Environmental Policy, Natural Resource Management, and Elimination of the Consequences of the Chernobyl Disaster.

At various times, Hubscher was a member of the Financial Stabilization Commission under Ukrainian President Leonid Kravchuk, deputy chairman of the State Commission for the Organization of the Agricultural Commodity Exchange Market, chairman of the Exchange Committee of the Ukrainian Agrarian Exchange, president of the National Association of Exchanges of Ukraine, member of the State Commission on Economic and Social Development issues, etc.

In the parliamentary elections in the fall of 2012, he ran in constituency No. 197 (Cherkasy region) as an independent candidate, led the race, but the Central Election Commission could not establish reliable results of the citizens' will in this constituency. Ultimately, the parliament subsequently scheduled repeat elections in constituency No. 197 and in four other disputed constituencies.

Views and Assessments. In the 1990s, Hubscher was part of the so-called 'Kyiv Seven,' whose members included well-known and influential leaders of the SDPU (o) such as Viktor Medvedchuk and Hryhoriy Surkis, who initially got along well with President Kravchuk and then with Kuchma. This was a group of capital entrepreneurs and politicians who had accumulated billions of fortunes in various economic sectors until the early 2000s. One of the most famous and reportedly profitable projects of the group was the Industrial and Financial Consortium Slavutych. Another prominent project was the football club Dynamo Kyiv.

In 2003, Hubscher announced his withdrawal from the 'united Esdeks', and this was probably not a serious conflict or dispute between partners. In the summer of 2004, he took over the Center-Right Party of United Ukraine and soon after the corresponding faction in parliament.

In the same year 2004, he was among the 'moderate supporters' of the 'Orange Revolution', advocating for concessions to the opposition to avoid bloodshed and deepening divisions in society. And just before the 2006 election campaign, he switched to the ranks of Yulia Tymoshenko.

In 2010, he was expelled from the BYuT faction.

Awards. Laureate of the N. Ostrovsky Prize (1987), V. Vynnytsky Prize (2000), State Prize in the Field of Science and Technology (2002).

Scientific Activity. Author and co-author of more than 100 scientific papers, including monographs 'Stock Technologies of the Market' (1997), 'National Interests in the Global Competitive Environment' (1997), 'Investment Processes in Global Environments' (1998), 'Market for Agricultural Products' (1998), 'Ukrainian-Russian Relations: Economic Aspect' (1999).

Family. The politician is married. He has two sons - Vladimir and Vitaliy.
