Place of Birth. Education. Born in Cherkassy. In 1975, he graduated from the Faculty of International Relations and International Law at Taras Shevchenko National University of Kyiv. In addition to Ukrainian, he speaks Russian, English, and French.

Career. 1975-1976 - Interpreter during the construction of a metallurgical plant in Karachi, Pakistan.

1976-1979 - Attaché, Third Secretary in the Press Office of the Ministry of Foreign Affairs of the USSR.

1979-1983 - Attaché of the USSR Permanent Mission to the United Nations.

1983-1985 - First Secretary in the Secretariat of the General Secretary, First Secretary in the Press Service and First Secretary in the Department of International Organizations of the Ministry of Foreign Affairs of the USSR.

1985-1988 - First Secretary of the USSR Permanent Mission to the United Nations.

1992-1994 - Advisor, Deputy Permanent Representative of Ukraine to the United Nations, who performs the duties of the Permanent Representative of Ukraine to the United Nations.

1994-1995 - Head of the Office for International Organizations of the Ministry of Foreign Affairs of Ukraine.

1995-1998 - Deputy Foreign Minister of Ukraine, Chairman of the National Commission of Ukraine for UNESCO.

2000-2005 - Ambassador of Ukraine to the Kingdom of Belgium, Grand Duchy of Luxembourg, and concurrently Head of the Mission of Ukraine to NATO.

2005-2006 - Director of the NATO Department in the Ministry of Foreign Affairs of Ukraine.

2006-2007 - Deputy Foreign Minister of Ukraine.

2007-2010 - First Deputy Foreign Minister of Ukraine.

From March to October 2009 - fulfilled the duties of the Minister of Foreign Affairs of Ukraine.

Since July 2010 - Ambassador of Ukraine to the United Kingdom of Great Britain and Northern Ireland.

Since August 2010 - Permanent Representative of Ukraine to the International Maritime Organization (IMO) part-time.

In May 2014, he was dismissed from the posts of Ambassador in the UK and Representative of Ukraine to the IMO by decree of the acting President of Ukraine, Oleksandr Turchynov.

In May 2015, he was elected President of the Ukrainian Association for Foreign Policy, of which he is a co-founder.

Family. Married, raising a son and a daughter.
