Biography of Vasiliy Khmelnitsky

Date of Birth: 10.09.1966

Place of Birth. Education. He was born in the village of Bayan-Aul, Pavlodar region of Kazakhstan. His father worked as a tractor driver, and his mother was an artist. In 1984, Khmelnitsky graduated from a vocational school as a locksmith-welder (in the city of Vatutine, Cherkasy region). In 2003, he graduated from the Faculty of Law of Taras Shevchenko National University in Kyiv.

Career. From 1987 to 1991, after conscription into the Soviet Army, he worked as a gas-electric welder and master of construction and assembly management in Leningrad.

From 1991 to 1998, he held various positions in commercial structures, including as head of the information and analytical department of the Soviet-American JV Orimi-Wood (Leningrad), director of OAO Danapris, and head of the information and analytical department of OAO Real-Group.

Political Career. Vasiliy Khmelnitsky served as a people's deputy of Ukraine for five convocations. He was first elected to parliament in 1998 on the list of the Green Party of Ukraine. He was a member of the 'Greens' faction and worked in the committee on legislation support for law enforcement activities and the fight against crime and corruption.

In 2002, he won a by-election in Melitopol, Zaporizhzhia region. In the IV convocation of the Verkhovna Rada, he belonged to the parliamentary majority of President Leonid Kuchma and was a member of the 'People's Power', 'People's Choice', and 'Union' deputy groups. After the 'Orange Revolution' in 2005, he switched to the faction of the Yulia Tymoshenko Bloc and was a member of the committee on issues of construction, transport, housing and utilities, and communications.

He received a deputy mandate in 2006 on the list of the BYuT when he was a member of Yulia Tymoshenko's Fatherland party. In the spring of 2007, leaving the BYuT, he joined the governmental coalition of the Party of Regions - Social Democratic Party - Communist Party together with some other members of the BYuT and Our Ukraine.

From 2007 to 2012, he was a people's deputy of Ukraine of the VI convocation and represented the Party of Regions. He was a member of the committee on issues of combating crime and corruption.

From December 2012 to November 2014, he was a people's deputy of Ukraine of the VII convocation from the Party of Regions (№37 on the list). He was a member of the Verkhovna Rada budget committee and worked as an independent.

In August 2014, he announced that he would not run for the Verkhovna Rada of the VIII convocation, focusing on business and economic projects, and that new generations should come into politics.

In 2014, he completed his political career as part of the legislative group Sovereign European Ukraine and began working in the Ukrainian Union of Industrialists and Entrepreneurs as vice president. Since 2015, he has been the first vice president of the USPI.

Business and Status. In the early 2000s, Khmelnitsky's main source of income was the metallurgical giant 'Zaporizhstal'. Together with Andrei Ivanov, they purchased 33% of the company's shares for $70 million, which were sold to other shareholders of the plant in 2007 (Eduard Shifrin, Alex Schneider, Igor Dvoretsky, and Vitaly Satsky).

In 2003, Khmelnitsky and Ivanov founded the Kyiv Investment Group (KIG), which operated as a private equity fund, buying and selling securities. In particular, KIG became the owner of share packages of some strategic capital structures, such as the bank 'Khreschatyk', Kyivenergoholding (KEH), Kyivkhleb, Kyivgaz, and Kyivmlyn.

In 2003, KIG purchased 40% of the shares of Kyivkhleb on the secondary market and almost half of Kyivmlyn. In 2008, KIG participants sold their shares to the advisor of the chairman of the board of Kredobank, Vladislav Atroshenko.

Until 2010, the group owned 5% of the shares of Kyivgaz and 20% of the shares of Kyivenergoholding, which were sold in 2010-2011 to Vyacheslav Suprunenko.

In early 2015, Vasiliy Khmelnitsky exited as a shareholder of the bank Khreschatyk, selling his shares to Andrei Ivanov. As a result, Ivanov became the largest co-founder of the bank with a stake of 37.44%. In April 2016, the NBU declared the bank Khreschatyk dishonest.

Currently, Vasiliy Khmelnitsky is focused on the development business. He is the majority shareholder of the UDP company, which implements large infrastructure projects. Among them are the Kyiv International Airport, the industrial park 'Belaya Tserkov', the shopping mall 'Ocean Plaza', the residential complex 'Novopecherskie Lipki', 'Boulevard of Fountains', RiverStone, and 'Parkové Místo'. He also invests in businesses BIOFARMA (pharmaceutical industry), Star Media (film and television production), and RTM (national advertising operator).

In 2015, Vasiliy Khmelnitsky united his public activities under the aegis of K.Fund.

Family. His first wife is Oksana Khmelnitskaya (born in 1973), an entrepreneur. His second wife is Zoya Litvin, head of the public organization 'Osvitoria', founder of the Novopecherska School. His sons are Alexander and Ivan.
