Place of Birth. Education.

Born in Makiivka, Donetsk region. In 2000, he graduated from the Donetsk State Academy of Management with a degree in Finance and Credit (qualification - economist). He received a second higher education at the National Law Academy of Ukraine named after Yaroslav the Wise.

Career. Since 1991, an employee of the State Enterprise Specialized Management of Reclamation and Construction Mechanization.

Started his own business in 1993 - a private enterprise "Cascade", where he worked in various positions for seven years. On the basis of the private enterprise, a production-commercial firm was formed, and later - JSC "Cascade". His father, a well-known and respected figure in Makiivka, also took an active part in forming the business.

In 2001-2002, Homutynnik Jr. was the general director of JSC Special Clothes.

Political career. Since 2002, a member of the Ukrainian Parliament IV-VII convocations. He first entered parliament through one of the electoral districts of the Donetsk region. Then he was elected three times from the Party of Regions list. In the parliament of the IV convocation, he was the youngest deputy.

In the Verkhovna Rada of the VI and VII convocations, he headed the Committee on Tax and Customs Policy.

On January 16, 2014, he voted for the 'dictatorial laws' - a package of anti-democratic laws that significantly restricted citizens' rights and freedom of speech.

On February 24, 2014, a parliamentary group "Economic Development" was created by former regionals, headed by MP Anatoliy Kinakh. The group included 41 people. The leadership of the parliamentary association consisted of two co-chairs - Anatoliy Kinakh and Vitaliy Homutynnik, as well as three deputies - Vitaliy Zhuravsky, Mykhailo Myronenko, and Volodymyr Pylypenko.

On February 21, 2014, he left the Party of Regions.

From November 2014 to August 2019, he was a member of the Ukrainian Parliament of the VIII convocation. Since March 6, 2015, he headed the parliamentary group "Revival". As of March 31, 2015, the group included 22 deputies.

On September 5, 2017, Vitaliy Homutynnik decided to leave the post of the leader of the "Revival" group during the investigation of the General Prosecutor's Office of Ukraine and the verification of his declarations from 1998 to 2016 by the State Fiscal Service. The new leader of the group was elected MP, head of the "Revival" party Viktor Bondar.

In the early parliamentary elections of 2019, a candidate for the People's Deputies from the Opposition Bloc party , No. 11 on the list. As a result of the elections to the Verkhovna Rada the Opposition Bloc party did not overcome the 5% threshold.

Public activity. From 1998 to 2002, a deputy of the Central Urban District Council of Makiivka, head of the budget committee.

Since March 2002 - head of the Makiivka public organization Territorial Association of Committees for Self-Organization of the Population.

In December 2003, he was elected head of the Ukrainian Youth Public Organization Union of Youth of Regions of Ukraine (the youth wing of the Party of Regions). The vice-president of this organization is Viktor Yanukovych Jr., MP and son of the leader of the Party of Regions Viktor Yanukovych.

Since May 2003 - head of the All-Ukrainian Union of Youth and Children's Public Organizations National Union of Youth Organizations of Ukraine.

Property. In 2015, Homutynnik declared an income of 167 million hryvnias and 354 million hryvnias in bank accounts.

In the NV magazine top-100 richest Ukrainians rating, published in October 2019, his fortune was estimated at $478 million. An increase of 23% compared to 2018 - this is the 13th place in the rating.
