Vitali Kasko

Place of Birth. Education. Born in 1976 in Lviv. In 1998, he graduated with honors from Ivan Franko National University of Lviv.
Career. In 1998, he began working in the Prosecutor's Office as an investigator at the Transport Prosecutor's Office in Lviv.
From June 1999 to April 2002, he held positions as a lead investigator, deputy head of the investigative department of the oversight body for compliance with laws by agencies conducting operational investigative activities, investigations, and pre-trial investigations of the Prosecutor's Office of Lviv Oblast.
From April 2002 to October 2005, he worked at the Central Office of the Prosecutor General's Office of Ukraine as a senior prosecutor in the departments of extradition and requests, legal aid, international cooperation, and the contractual legal department of the international law service.
Since 2004, he has been an advisor to the Council of Europe and other international organizations in the field of criminal justice and human rights protection, particularly in matters of applying the European Convention on Human Rights and Fundamental Freedoms of 1950 and the case law of the European Court of Human Rights.
From October 2005 to April 2007, he practiced law privately.
After returning to the Prosecutor's Office, from April 2007 to December 2010, he headed the International Law Department of the GPU.
In December 2010, he returned to his own law practice. Since October 2013, he has been a partner and head of the criminal law department at the Arzinger law firm.
Since May 2014, Vitali Kasko has been the Deputy Prosecutor General of Ukraine - Viktor Shokin.
Since September 2015, he has been a member of the Executive Committee of the International Association of Prosecutors (IAP).
On February 15, 2016, Kasko announced during a press conference that he had submitted his resignation from the GPU to Shokin. He stated that 'the last straw was another redistribution of duties in the GPU'. 'Shokin took away all my functions and tools. The management and control of cases, including the case of the 'brilliant prosecutors,' - he said. On the same day, the Prosecutor General's Office of Ukraine approved the resignation request of the Deputy Prosecutor General of Ukraine Vitali Kasko.
On April 10, 2016, the Prosecutor General's Office of Ukraine suspected Vitali Kasko of fraud in obtaining service apartments.
On April 13, 2016, Vitali Kasko announced that the Prosecutor General's Office of Ukraine had submitted a request for his detention. On April 14, the Pechersk District Court of Kyiv refused to arrest Vitali Kasko and imposed a personal obligation until June 10 as a preventive measure.
On May 23, 2016, the Kyiv Court of Appeals lifted the seizure of Vitali Kasko's apartment.
After leaving the GPU, Kasko planned to engage in legal practice and expert activities in the field of criminal justice.
Since August 7, 2019, he has been a member of the Legal Reform Commission.
On September 5, 2019, Prosecutor General Ruslan Ryaboshapka signed an order appointing Vitali Kasko as the First Deputy Prosecutor General.
On March 5, 2020, he resigned from his position as First Deputy Prosecutor General.
Publications. He is the author and co-author of many publications on topics such as the return of illegal assets, mutual legal assistance in criminal matters, combating torture and other forms of cruel treatment, human trafficking, witness protection, and more.
