Spiridon Kilinkarov

Spiridon Pavlovich Kilinkarov – People's Deputy of Ukraine of the V., VI. and VII. convocations, member of the faction of the Communist Party of Ukraine. A traitor to Ukraine who is hiding in the Russian Federation and appearing on Kremlin-friendly channels.
Since January 15, 2023, he has been under sanctions from the National Security and Defense Council of Ukraine for anti-Ukrainian activities.
Place of Birth. Education. Born in Lugansk. In 1992, he graduated from the Lugansk Machine Engineering Institute (Faculty of Mechanics).
Career. In one of the interviews before the elections, Kilinkarov stated that he started in business in 1993. It included, among other things, a company specializing in the repair of cars and buses. It is also known that Kilinkarov worked in the 1990s in the Shovtnevy district executive committee as the head of the department for family and youth affairs.
1998-2006 - Advisor to the People's Deputy of Ukraine Sergei Doroguntsov (Communist Party of Ukraine).
Since 2001, a member of the Communist Party of Ukraine. In 2004, he became the First Secretary of the Regional Committee of the CPU in Lugansk.
2006-2007 - People's Deputy of Ukraine of the V. convocation of the CPU (No. 3 on the electoral list). Secretary of the Committee of the Verkhovna Rada for Social Policy and Labor.
2007-2012 - People's Deputy of Ukraine of the VI. convocation of the CPU (No. 15 on the list). Secretary of the Committee on European Integration.
In the fall of 2010, he ran for mayor of Lugansk from the CP. He received 48,117 votes. According to official reports, he was 21 votes behind the winner of the race, the incumbent mayor, a representative of the Party of Regions, Sergey Kravchenko. The politician refused to recognize the election results, calling the outcome a result of fraud by the regional authorities.
From December 2012 to November 2014 - People's Deputy of Ukraine of the VII. convocation of the CPU (No. 4 on the list). Chairman of the Parliamentary Committee on Construction, Urban Development, Housing and Communal Services, as well as regional policy.
On January 16, 2014, he voted for the 'dictatorial laws' - a package of anti-democratic laws that significantly restricted citizens' rights and freedom of speech.
He has been living in Moscow since 2014. He regularly appears on Kremlin-friendly channels, his position always aligns with the official stance of the Russian authorities.
