Place of Birth. Education. Born in the city of Krasnyi Luch in the Luhansk region. In 1994, he graduated from the Krasnoluchsky Mining College (specialization - 'Operation and Repair of Mining Electrical and Automation Equipment'). In 2000, according to his autobiography, he graduated from the Faculty of History of Taras Shevchenko University in Kyiv (Teacher of Historical Disciplines).
In 2013, he completed the course at the University of Michigan (USA) 'Thinking Models'.
Career. 1993-1994 - Manager of the Krasnoluchsky company 'Coral'.
1994-1995 - Deputy Director of the 'Koral-Reklam' Agency.
1995-1998 - Manager of the 'Industrial-Financial Group' Coral'.
1998-2000 - Assistant Consultant of the Secretariat of the Verkhovna Rada of Ukraine.

Scandal. In July 2009, NUNS Deputy Gennady Moskal stated that Andrey Kislynsky was involved in pimping in the Luhansk region in the 1990s. In this regard, the Deputy Head of the SBU turned to the court and his office to the Prosecutor General’s Office with a request to verify the alleged illegal actions of employees of the Ukrainian law enforcement agencies who allegedly collected illegal information about Andrey Kislynsky's private life. However, Gennady Moskal soon found another blemish in Andrey Kislynsky's biography.
