Born in the village of Dovzhok, Yampil district, Vinnytsia region. He received an education as a civil engineer, graduating from the Odessa Institute of Civil Engineering with a specialty in 'water supply and sewerage'. He also graduated from the Odessa Regional Institute of Public Administration with a master's degree in public administration.

Career.

He began his career as a housing fund master at the Yampil municipal enterprises combine.

In 1990, he headed the Yampil Water Supply and Sewerage Enterprise.

Since 2001 - head of the regional communal production enterprise Vinnytsiavodokanal.

From 2008 to 2011, he held the position of Deputy Mayor of Vinnytsia, and from 2011-2014 he was the first Deputy Mayor of Vinnytsia (Volodymyr Groysman).

On October 13, 2014, by government decree, Kistion was appointed as the first Deputy Minister of Regional Development, Construction and Housing and Communal Services (Volodymyr Groysman).

In June 2015, Kistion moved to work in the Verkhovna Rada, which was then headed by Groysman, and he took the position of the first Deputy Head of the Apparatus - Chief of Staff.

From April 14, 2016 to August 29, 2019 - Deputy Prime Minister of Ukraine.

On November 20, 2020, he was elected first Deputy Chairman of the Vinnytsia Regional Council.
