Biography of Andrey Vladimirovich Kobolev

Andrey Vladimirovich Kobolev - Chairman of the Board of NJSC Naftogaz Ukraine (2014-2021).
Place of Birth. Education. He was born on August 16, 1978, in Kyiv. In 2000, he graduated from the Institute of International Relations of Taras Shevchenko National University of Kyiv with a Master's degree in International Economic Relations.
Career. From 1999 to 2002, he worked as a manager at the Ukrainian branch of the international consulting and auditing company PricewaterhouseCoopers (PwC). He specialized in strategic management and corporate restructuring.

From 2002 to 2010, he held various positions in the National Joint Stock Company Naftogaz Ukraine, including in the Department of Corporate Finance and Pricing Policy and as an advisor to the Chairman of the Board. He was involved in the restructuring of the state corporation's external debts through the formal exchange of Eurobonds and other obligations for new Eurobonds.
From 2010 to 2014, he was an advisor at the investment company AYA Securities. According to some media reports, he is also a co-owner.
On March 25, 2014, Kobolev was appointed Chairman of the Board of NJSC Naftogaz Ukraine by a government order, replacing Yevhen Bakulin.
On March 21, 2019, the government extended Kobolev's contract for another year.
On April 28, 2021, the government relieved Andrey Kobolev of his duties as Chairman of NJSC Naftogaz.
In January 2023, Kobolev was suspected by the National Anti-Corruption Bureau due to awards at Naftogaz for winning at the Stockholm Arbitration. Investigations suggest that the Chairman of Naftogaz Ukraine illegally ordered awards for the company's employees in May 2018. For this order, he received almost 261 million Hryvnias (about 10 million USD) for outstanding performance.
In March 2023, the VAKS appellate court set bail of 229.248 million Hryvnias against Kobolev. Kobolev did not make bail, but the protective measures remained unchanged.
In April 2023, Kobolev was required by VAKS to wear an electronic ankle monitor for an additional two months. In September, Kobolev was freed from the ankle monitor and the bail was reduced by 122 million Hryvnias.
On December 14, 2023, the Specialized Anti-Corruption Prosecutor's Office charged Kobolev.
Private Life. He is married and has three daughters from his first marriage.
